Solicitation / RFP / RFQ

This Request for Quotation (RFQ) is for Field, Background-Investigative Services. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) requires contractor support for these services to maintain its personnel security program. The goal is to identify reliable, trustworthy individuals of good character and conduct for employment and contracting.

• The contractor will perform field, background-investigative services.

• Services include conducting investigations, interviews, record reviews, and preparing Reports of Investigation (ROIs).

• Specific tasks include verifying identity and citizenship, employment, residence, and attendance at educational facilities, conducting interviews with references and additional sources, reviewing public records, and expanding investigations as necessary.

• Contractors must use ATF-issued laptops for all work and adhere to ATF's security and investigative procedures.

• This RFQ is for the potential award of multiple Basic Ordering Agreements (BOAs).

• The period of performance for each BOA will be 60 months (five years) from the time of award, with each order period not exceeding 12 months.

• The estimated value of each BOA is $600,000 for the 60-month period of performance, though ATF reserves the right to raise or lower this amount.

• The contract type for resulting orders will be firm-fixed-price.

• Quotations are due by close of business on June 15, 2030, 05:00 ET.

• Offerors must complete specific blocks on the SF 18 form and submit a complete package addressing all factors.

• Evaluation will be based on the following factors in descending order of importance: Past Performance, Qualifications and Experience, Capabilities, Acceptability, Location, and Price.

• Non-price factors combined are significantly less important than cost/price.

• Offerors must obtain a favorably-adjudicated Tier-5 background investigation and register via SAM.

• This acquisition is a 100% set-aside for small business with a NAICS code of 561611 and a size standard of $25M.

• Offerors must be located within 200 miles of a "priority city" listed in the solicitation.

• This is a standing RFQ, open until June 15, 2030.

• ATF reserves the right to amend the RFQ at any time.

• Offerors are responsible for all costs associated with submitting a quotation.
