Scope of Work

NIST requires one (1) portable, field-deployable XRD system capable of measuring and computing axial, shear, and transverse stress components in iron and steel. The system must be suitable for indoor and outdoor use, include means for securing to surfaces, and provide radiation shielding. Essential components include zero-stress and low/high-stress standards for calibration, an emergency stop for X-ray generation, and a visible indicator for X-ray tube activity. The system must operate on standard single-phase 115V or 120V electrical power. All items must be new; used, remanufactured, experimental, prototype, or "gray market" components are not acceptable.

Optional features include a Cobalt X-ray tube, liquid cooling system, powered translation and rotation stages, and various other X-ray tube types (Copper, Iron, Manganese, Vanadium, Titanium).

Contract Details

  • Delivery: FOB Destination within 120 days After Receipt of Order (ARO).

Submission Requirements

Quoters must provide a Firm-Fixed-Price Quotation corresponding to the attached Specifications, clearly detailing all requirements, including options, warranty, installation, and training. The quotation must use the provided Contract Line Item Number (CLIN) structure, quoting optional requirements separately. Non-tariff shipping costs must be included in the firm fixed price for each product, while tariff costs should be quoted separately as "Other Transportation Related Charges" on a not-to-exceed basis.

Required forms and representations to be completed and submitted include: FAR 52.209-2, 52.209-11, 52.219-1, 52.225-2, and 52.225-18. An active registration in SAM.gov with a valid UEI, TIN, and business size certification is mandatory.

Evaluation Criteria

The Government will use a tradeoff method for evaluation, consisting of two steps:

  1. Mandatory Pass/Fail Criterion (Factor A - Schedule): Delivery within 120 days ARO, FOB Destination or Delivered Duty Paid. Failure to meet this will result in removal from consideration.
  2. Trade-off Best Value Evaluation:
    • Factor B (Technical Capability): More important than Price (Factor C). Quotations must conform to minimum technical requirements (pass/fail). Favorable ratings will be assigned for systems including optional features, demonstrating higher automation for multidirectional stress measurements, and providing greater user configurability/flexibility in analysis software. Particular consideration for powered translation and rotation stages.
    • Factor C (Price): Evaluated for fairness and reasonableness, and its relationship to the technical benefits and optional features offered.
