Submission & Evaluation
Proposals must be submitted via email to the ORNL Procurement Officer by the due date. The proposal package should include a Technical Proposal (not exceeding 10 pages, excluding resumes), a Price Proposal, a section for Exceptions/Non-Compliance, Conditions of Proposal/Assumptions, and Supplementary Requirements. Evaluation will be based on a Lowest Price Technically Acceptable (LPTA) basis. Technical acceptability factors include providing requested services per Specification (Attachment C) with no exceptions, and the purchase price covering all shipping, transportation, surveys, tariffs, and training costs.
Eligibility & Requirements
