Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of Health and Human Services (HHS), specifically the FDA Office of Acquisition & Grant Services, is conducting a Sources Sought / Request for Information (RFI) for one Field-Flow Fractionation Multi-Angle Light Scattering (FFF-MALS) with SEC System. This RFI is for market research to identify qualified sources and gather pricing information for budgeting purposes. The system is required by the National Forensic Chemistry Center (NFCC) in Cincinnati, OH. Capability statements are due February 10, 2026.

Purpose & Background

This RFI aims to conduct market research to identify potential sources capable of providing an FFF-MALS with SEC system. The National Forensic Chemistry Center (NFCC) requires this system to characterize various molecules, including proteins, peptides, antibodies, vaccines, polymers, and lipid nanoparticles. This capability is essential for determining molecular mass, hydrodynamic radius, polydispersity, and concentration, thereby enhancing the NFCC's ability to protect public health by detecting potentially harmful products. This is not a solicitation for proposals or quotes, and no award will be made from this notice.

Key Requirements / Salient Characteristics

The required system includes:

  • FFF-MALS System: Must support high flow rates (>= 5 mL/min), precise cross flow regulation, compatibility with aqueous and organic solvents, temperature regulation, and automated switching between FFF and SEC modes.
  • Detectors: Includes a UV Detector (variable wavelength, dual channels 190-700 nm, low noise), a Refractive Index Detector (high dynamic range, high sensitivity), and a Multi-Angle Laser Light Scattering (MALS) Detector (at least 18 angles, wide molar mass and molecular size ranges, field-replaceable components).
  • Liquid Chromatography System: High pressure mixing pump, solvent degasser, wide flow rate range (0.001-5 mL/min), high pressure capability (up to 400 bar), and precise flow accuracy.
  • Fraction Collector: Thermostat controlled and compatible with various collection vessels.
  • Computer System & Software: Must run Windows 11 Pro 64-bit or newer, with 1 TB HDD, and Ethernet ports. The software must integrate all detectors, correct for band-broadening, calculate uncertainties, account for solvent property changes, analyze complex conjugates, and support multiple installations.

Trade and Service Specifications

The government requires a newly manufactured unit with a minimum one-year warranty. Services include 3-day onsite installation and familiarization, 4-day onsite training for up to three personnel, and one year of free unlimited technical support via phone, email, or FAX.

Submission Requirements

Interested vendors must submit a capability statement detailing their ability to meet all product requirements. Submissions should include vendor name, Unique Entity Identifier (UEI), small business status, address, and Point of Contact (POC) information. Vendors should also document any GSA Schedule or Government-Wide Acquisition Contract (GWAC) contracts. Responses are limited to 10 pages (excluding cover page, executive summary, and references) and must be submitted electronically in Microsoft Word or Adobe PDF format.

Key Dates & Contact

  • Vendor Questions Due: February 6, 2026, 10:00 A.M. ET
  • Capability Statements Due: February 10, 2026, 11:00 A.M. ET
  • Place of Performance: Cincinnati, OH, United States
  • Primary Contact: Andrea Howard, andrea.howard1@fda.hhs.gov, 240-402-7197

Additional Notes

This RFI is solely for market research purposes. The government will not be responsible for any costs incurred by respondents, and no proprietary or confidential business data should be submitted. The NAICS code for this opportunity is 423490 – Scientific Laboratory Equipment Merchant Wholesalers.
