Purpose & Scope

  • Contractor Operation and Maintenance Services (COMS): Operating and maintaining training systems (primarily aircrew and maintenance simulators).
  • Contractor Instructional Services (CIS): Providing qualified instructors for simulators, training devices, and classrooms. Ancillary services may encompass Training Device Relocations (TDR), Training Systems Management (TSM), minor modifications, Quick Response Modifications (QRM), and In-Service Engineering (ISE) support. Performance will be at CONUS and OCONUS Navy and USMC training device locations.

Anticipated Requirements & Contract Details

The program anticipates approximately 19 known follow-on FTSS task orders, with a cumulative value of about $2.8 billion over an 8-year period (5-year base, 3 option years), similar to the predecessor FTSS V MAC. Additional task orders are expected for future COMS and CIS efforts within Navy/USMC and FMS Training domains. The applicable NAICS code is 541330 (Engineering Services, Exception 1), with a small business size standard of $47M. The Product Service Code (PSC) is J069.

Required Capabilities & Submission

Interested parties should demonstrate a successful track record in simulator COMS & CIS. Responses should detail company introduction, management approach, cybersecurity understanding, and facility clearance (Secret or Top Secret).
