Amendment / Modification

This amendment revises the due dates for proposals under Technical Areas 1 (TA1) and Technical Area 2 (TA2).

• Part I, Overview Information: Revised due date for proposals under TA1 and TA2.

• Part II, Full Text Announcement, Section IV Application and Submission Information: Revised due date for proposals under Task 2 (referring to TA1 and TA2).

• Section VI.4.d: Added new language regarding actions for the protection of intellectual property, controlled information, key personnel, and critical technologies. This includes requirements for submitting specific information for key personnel via the Research and Related/Key Person Profile (Expanded) form, and a certification regarding disclosure of funding sources in compliance with Section 223(a) of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021.

• Section VII, Agency Contacts: Updated the Ombudsman contact information.

• The due date for white papers for TA1 and TA2 is now January 10, 2022, with proposals due March 4, 2022. While white papers will still be accepted after January 10, 2022, the likelihood of funding is substantially reduced.

• New requirements for submitting key personnel information and funding source certifications are introduced for proposals.

Amendment / Modification

This amendment modifies the Broad Agency Announcement (BAA) FA8750-22-S-7001, "Fight Tonight," to update several sections:

• Part I - Overview Information: The estimated funding paragraph has been updated. The total BAA funding remains approximately $99M. Individual awards will not normally exceed 30 months, with dollar amounts typically ranging from $3M to $40M. Submissions are currently only requested for Phase I, with the potential for awards up to the BAA ceiling. The text clarifies that any anticipated funding is an estimate and not a promise.
• Part II, Section I, Paragraph 1.3.2: This section has been updated regarding Phase 2, noting it is 24 months and driven towards a demonstration of supporting air operations planning in a major Air Force evaluation context. However, it reiterates that all proposals should only address Phase I.
• Part II, Section I, Paragraph 1.5, Table 1: Phase II has been removed from Table 1.
• Part II, Section II.a: Language regarding individual award amounts has been updated to state that awards will not normally exceed 30 months with dollar values normally ranging from $3M to $40M, with the potential for awards up to the $99M BAA ceiling.

This Broad Agency Announcement (BAA) seeks innovative research and development to revolutionize air operations planning by integrating Artificial Intelligence (AI) with interactive gaming. The goal is to significantly reduce the Air Tasking Order (ATO) planning cycle, enabling human-guided AI to generate and explore numerous courses of action within a gaming environment. This initiative aims to deliver practical solutions to urgent Air Force needs over a five-year period, focusing on rapid prototyping.

Two primary technical areas are defined:

• Technical Area 1 (TA1): Interactive Plan Refinement - Developing tools for AI-driven plan synthesis, diversity analysis, iterative refinement, and conditioning for executable plans.
• Technical Area 2 (TA2): Plan Gaming and Outcome Analysis - Creating an interactive gaming platform with user interfaces, data stores, AI behavior models, and analytics engines for simulating and assessing combat plans.

Key capabilities include enabling human planners to collaborate with AI, conduct planning within 4 hours, and incrementally re-plan in minutes. The system should leverage commercial gaming technology and integrate with operational data.

• BAA Type: Open, 2-Step BAA with a partial Closed-Staggered, 2-Step BAA for TA1 and TA2.

• Estimated Funding: Approximately $99M total.

• Individual Awards: Normally $3M to $40M, not exceeding 54 months.

• Award Instruments: Procurement contracts, grants, cooperative agreements, or Other Transactions (OT). Potential for follow-on production contracts.

• White Papers Due: January 10, 2022 (for TA1/TA2; reduced likelihood of funding after this date). White papers accepted until November 30, 2026.

• Proposals Due: February 25, 2022 (by invitation only for TA1/TA2).
