This document is a Combined Synopsis/Solicitation for commercial products and/or services, issued as a Request for Quotation (RFQ) 140P4526Q0016. The National Park Service (NPS) intends to award a firm-fixed-price contract for the supply and delivery of composite decking to Fire Island National Seashore (FIIS). This is the only solicitation, and a written solicitation will not be provided separately.

• Product: MoistureShield brand composite decking, Style/Collection: Vantage, Profile: Solid Deck Board (no side grooves/square edge), Size: Nominal 1" x 6" (minimum actual profile 1" x 5.4"), Length: 16 feet, Color: Cape Cod Gray, Finish: Wood grain (embossed).

• Quantity: 758 pieces at 16 feet in length.

• Delivery: To Fire Island National Seashore, 106 West Avenue, Patchogue, NY 11772. Delivery sites are accessible to tractor-trailers, and a forklift will be available for unloading.

• Technical Capability: Offerors must submit a comprehensive list of materials and product specifications, and demonstrate ability to adhere to the delivery schedule (within 30 days after award).

• Past Performance: Offerors must provide details on at least two recent and relevant projects completed within the past five years, including customer contact information, project description, and dates of performance.

• Sample: A material sample (manufacturer cut sheet or physical sample) is required prior to bid acceptance to confirm material specifications.

• Contract Type: Firm-Fixed Price (FFP).

• Period of Performance: Delivery within 30 days after award.

• Submission Method: Quotes must be submitted via email to Linda Richardson at linda_richardson@ios.doi.gov.

• Quote Due Date: June 11, 2026, at 2:00 PM ET.

• Questions Due Date: June 5, 2026, at 12:00 PM ET, submitted via email to linda_richardson@ios.doi.gov.

• Evaluation Criteria: Award will be made to the responsible offeror providing the lowest price offer that meets technical specifications and prior experience. Price will be evaluated for reasonableness and to assess the offeror's understanding of requirements.

• Set-Aside: This acquisition is a 100% Total Small Business Set-Aside. Only small business concerns will be considered.

• NAICS Code: 321211, Hardwood Veneer and Plywood Manufacturing.

• Size Standard: 600 employees.

• Registration: Offerors must be registered in the System for Award Management (SAM.gov) at the time of quotation submission.

• All quotes must be submitted electronically.

• Quotes must be good for 60 days after submission.

• Offerors must acknowledge all amendments.

• FAR clauses and provisions are current as of Federal Acquisition Circular (FAC) 2026-01, dated 03/13/2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the scope of work for the procurement of brand-name composite decking.

• Product: MoistureShield, Vantage style, solid deck board with a square edge.

• Dimensions: Nominal 1" x 6" (minimum actual profile 1" x 5.4"), 16 feet in length.

• Color: Cape Cod Gray.
