This solicitation is for the procurement, replacement, repair, and installation of filter systems and associated components. Specifically, it covers filter procurement, replacement, and actuator tubing installation for Building 365 (Item 0001) and filter procurement, replacement, and installation for Building 366 (Item 0002). The acquisition is a 100% set-aside for Small Business.

• Item 0001 (Building 365): Procurement and installation of 84 new cartridge filters, one new air actuator, and one inspection port in the exhaust stack. This is to be performed in accordance with the Statement of Work (SOW).

• Item 0002 (Building 366): Procurement and installation of 480 new cartridge filters, bag filters, cages, clamps, gaskets, and venturis. This is to be performed in accordance with the Statement of Work (SOW).

• General: Furnish all labor, materials, supplies, equipment, supervision, and transportation. Accelerated deliveries will be accepted at no additional cost to the Government.

• CMMC Level 1 (Self-Assessment): Required for award.

• Pricing Arrangement: Firm Fixed Price for both items.

• Delivery: FOB Destination, Crane, IN 47522.

• Delivery Period: From July 13, 2026, to August 06, 2026.

• Offer Due Date: April 30, 2026, at 04:00 PM Local Time.

• Evaluation Criteria: Best Value determination based on Technical Approach (including Product Literature/Capabilities Document, Delivery, and Past Performance) and Price.

• Submission Requirements: Signed, dated, and completed SF-1449, with pricing entered on each CLIN. Delivery schedule must be confirmed.

• SAM Registration: Contractors must be registered in the System for Award Management (SAM).

Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for the replacement of filters within baghouse machines at Building 365 and Building 366.

• Provide all necessary personnel, equipment, tools, materials, and transportation for filter replacement.

• Building 365 Baghouse:

  • Provide lifts, labor, and a service truck.
  • Install 84 new cartridge filters and one (1) new Air Actuator.
  • Repair actuator tubing and install one (1) inspection port in the exhaust stack.

• Building 366 Baghouse:

  • Provide lifts, labor, and a service truck.
  • Install 480 new cartridge bag filters, cages, clamps, gaskets, and venturis.
  • Replace the filter for the Mikropul dust collector.

• Used cartridge filters from Building 365 will be placed in Government-supplied receptacles for disposal by the Government.

• Used bag filters from Building 366 will be placed in Government-supplied receptacles for disposal by the Government.

• Hot work permits must be obtained from the fire department per EM385-1-1.

• Government escorts may be required.

• Foreign national visitors require special approvals and escorts.

• Contractor personnel must provide identifying information in advance (U.S. Citizen with proper identification).

• Contractor personnel will work in Government spaces and may require escort; coordinate access needs five days in advance.

• Government reserves the right to deny access.

• Contractor personnel shall comply with the latest security regulations applicable to the Government facility/installation.

• Personnel may need to present identification and vehicle proof of insurance/rental agreement.

• Contractor personnel and vehicles are subject to inspection.

• Report any known or suspected security violations.

• Contractor is responsible for the safety of employees, other working personnel, and Government property.
