Quick Summary

The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center has issued a Final Request for Proposal (RFP) for the Mars Telecommunications Network (MTN). This opportunity seeks a contractor to design, develop, integrate, launch, and provide continuous communications infrastructure to support Mars sample return and future Mars exploration and human missions. The acquisition is conducted as a full and open competition. Proposals are due June 15, 2026, at 2:00 PM EDT.

Opportunity Details

This solicitation, identified as 80GSFC26R0011, aims to robustify the existing Mars Relay Network and establish a new, high-performing relay network architecture. The MTN is expected to support autonomous operations, onboard processing, and extended mission duration capabilities through 2035 and beyond. The contract will be performed offsite at the Contractor’s facilities.

Scope of Work

The requirement includes:

  • Core Requirement: Delivery of the MTN spacecraft(s) and associated data and ground systems, culminating in a pre-ship review. Hardware delivery is required no later than December 31, 2028, with full operational readiness by the end of calendar year 2030.
  • Optional Requirements: Launch Services, Integration, On-Orbit Commissioning, and five (5) years of Mission Operations.
  • IDIQ Component: Time and Materials (T&M) task orders for Engineering Analyses to support design confidence, planning, and feasibility studies. Key technical requirements include compatibility with the Deep Space Network (DSN), specific link requirements (X-band, Ka-band DWE, UHF Legacy Proximity), operational lifetime, data rates, and cybersecurity. Government Furnished Property (GFP) such as Electra UHF Transceiver units and Ground Support Equipment (GSE) will be provided.

Contract & Set-Aside

  • Type: Hybrid Firm-Fixed-Price (FFP) with an Indefinite-Delivery Indefinite-Quantity (IDIQ) Time and Materials (T&M) component.
  • NAICS Code: 336414 (Small Business Size Standard: 1,300 employees).
  • Set-Aside: Full and Open Competition / Unrestricted.

  • US commercial provider status.
  • NASA funding in FY2024 or FY2025 for commercial design studies for Mars Sample Return.
  • Proposal of a separately and independently launched Mars telecom orbiter for Mars Sample Return. Proposals must be submitted electronically via NASA’s Enterprise File Sharing and Sync Box (EFSS Box). Offerors are encouraged to review submission instructions and check for firewall restrictions. Questions are due by May 24, 2026, 2:00 PM EDT.

Evaluation

Proposals will be evaluated based on Technical Proposal and Past Performance (combined, significantly more important than Price), Technical Proposal (more important than Past Performance), and Past Performance (more important than Price).
