Statement of Work (SOW)

To provide specialized training in financial investigations fundamentals and lead development to the Yuma Border Patrol Station personnel to address a gap in current baseline training. The goal is to improve the identification of financial crime indicators, enhance seizure documentation for forfeiture, and generate actionable financial leads for investigative partners.

• Design, tailor, and deliver a "Financial Investigations Basics and Lead Development" course.

• Conduct two iterations of the course, each accommodating up to 25 students.

• Cover topics including financial crime typologies, currency seizure and asset forfeiture fundamentals, recognizing roadside financial crime indicators, lead development, and referral to investigative partners.

• Provide training materials, job aids, and practical exercises using realistic law enforcement scenarios.

• Incorporate pre- and post-training assessments and collect student feedback.

• Deliver two training iterations as scheduled.

• Provide attendance rosters, pre/post test results, and student evaluation summaries.

• Compile an After-Action Report (AAR) summarizing participant numbers, observed strengths/gaps, assessment results, and recommendations for follow-on training and operational impact measurement.

• Instructors must have demonstrated expertise in financial investigations, asset forfeiture, and law enforcement training.

• Training materials must be suitable for Law Enforcement Sensitive (LES)/For Official Use Only (FOUO) environments and meet Section 508 accessibility requirements.

• Contractor personnel may require background checks.

• The work is anticipated to be UNCLASSIFIED but may involve LES/FOUO information.

• Contractor shall coordinate scheduling to minimize operational impact and shall not record training or disclose participant identities except as required for reporting.

Form / Attachment / Pricing Sheet

This document outlines the evaluation instructions for the solicitation. It details the basis for award and the factors that will be used to evaluate quotes.

• Basis for Award: The Government will award to the responsible Quoter whose quote is conforming and most advantageous, based on the Lowest Priced Technically Acceptable (LPTA) approach.

• Technical Evaluation: Evaluated by a technical evaluator. Scoring is Pass/Fail. A 'Pass' means the quote clearly meets minimum requirements; a 'Fail' means it does not.
• Price Evaluation: Evaluated by the Contract Specialist (CS) for reasonableness, using the quoter's cost breakdown.
• Evaluation Process: The CS will review quotes for compliance and perform a price evaluation. The CS will then notify the Technical Evaluator (TE) of the lowest priced quote. The TE will conduct a pass/fail technical evaluation. If the lowest priced quote is technically unacceptable, subsequent lowest priced quotes will be evaluated until an LPTA quote is reached.
