Scope of Work
The requirement is for the development and delivery of eLearning course content covering financial planning, retirement, and TSP for early, mid, and late-career Federal employees. Key aspects include:
- Content: Civilian courses for FERS and CSRS (including special designations), savings strategies for TSP and TSP Roth, and new employee benefits orientation. Content must include learning objectives, resources, and knowledge checks.
- Updates: Courses must be continuously updated with current information on Federal benefits, TSP, 401(k) rules, tax laws, and investment rates. Updates are required only when regulatory changes occur.
- Licenses: Provide up to 90,000 licenses for USDA Federal employees (active users concurrently during POP). Additional licenses may be purchased for external Federal departments/agencies.
- Technical Requirements: Courses must be SCORM or AICC conformant and Section 508 compliant. Integration with USDA's AgLearn LMS (TotaraGov, a FedRAMP solution) is mandatory.
- Expertise: Courses must be created by a Certified Financial Planning Professional (CFP), which can be satisfied by a named subcontractor. Commercially available (COTS) content is acceptable if it meets federal requirements and is adapted to the PWS learning objectives.
