Quick Summary
The Department of the Navy (DON) has increased the total maximum ceiling for the existing FIP IV MAC Program for Financial Improvement and Audit Remediation (FIAR) services. This action modifies the five contracts comprising the FIP IV MAC Program to ensure continued performance and avoid unacceptable schedule delays in meeting critical audit goals. This is a Justification for Other Than Full and Open Competition.
Scope of Work
The FIP IV MAC Program provides essential contract support for ongoing Navy FIAR efforts, including the USMC. Key objectives include consolidating financial systems, achieving full scope audit with transparency by 2028, strengthening internal controls, and executing budgetary reform. Specific support areas encompass:
- Systems Consolidation, Modernization, and Implementation
- Financial Data Environment
- Audit Remediation and Response
- Financial Reporting and Accounting Operations
- Financial Policy, Standardized Business Processes, and Budgetary Reform
- Internal Controls Institutionalization

Justification & Eligibility
This action is justified for other than full and open competition under 10 U.S.C. § 3204(a)(1) due to the limited number of responsible sources capable of continuing performance and the urgent need to meet accelerated audit goals. A request for information or sources sought notice was waived on January 14, 2026, as it was deemed ineffective. The action was synopsized on December 18, 2025, with no responses received. The Contracting Officer will ensure fair and reasonable prices for all ordered services.
Additional Notes
The government intends to competitively award a follow-on MAC in 2027 to sustain audit efforts after an audit opinion is received.
