Quick Summary

The 144th Fighter Wing (144 FW) intends to issue a sole-source award to HCI Systems, Inc. for Fire Alarm and Suppression System Repair services at Fresno Air National Guard Base, CA. This action is required to restore critical fire systems to full operational status following inspections that identified numerous deficiencies. Responses from interested parties are due March 20, 2026.

Scope of Work

Repairs are needed for fire alarm, fire pump, and fire sprinkler systems across multiple buildings. Identified deficiencies include maintenance of three electric fire pumps, replacement of twenty-six outdated sprinkler gauges, installation of missing components (escutcheons, calc plates, PIV locks, FDC caps), and new fire alarm batteries. Additional work involves Monaco fire alarm programming corrections, device label updates, and extensive troubleshooting for non-reporting/non-functional alarm circuits.

Justification for Sole Source

HCI Systems, Inc. recently completed the required NFPA 72, NFPA 25, and UFC 3-600-01 inspections, possessing the only complete and accurate diagnostic baseline. A new vendor would be required to re-inspect and re-diagnose systems, duplicating work, delaying corrections, and increasing risk. HCI also holds proprietary system access and specialized training for Monaco Enterprises programming, which is not commonly held by alternate vendors.
