Fire Alarm Central Station, Software, and Monitoring Services

Statement of Work (SOW)

To maintain the operational readiness and compliance of the Fire Alarm Central Station Monitoring System at Edwards Air Force Base (EAFB), California.

• Continuous Monitoring & Support: Provide remote monitoring and data management services for the EAFB central station.

• On-Call Technical Support: Offer 24/7 access to an on-call technician for system troubleshooting and operational assistance via phone and email.

• Real-time Event Logging: Electronically log all system events with a precise, non-mutable timestamp, securely stored for incident investigation and analysis.

• System Maintenance & Updates: Monitor, schedule, and deploy manufacturer upgrades to enhance system performance, security, or functionality. Conduct annual network analysis of the fire alarm network's health and performance.

• Training: Provide operator training sessions (up to 2 per fiscal year) and system training, including instruction on new hardware upgrades, for CE alarm shop technicians.

• Automated & Compliance Reporting: Provide activity reports summarizing all system events.

• Annual Network Analysis Report: Detail findings and technical recommendations from the annual network analysis.

• Certificates of Completion: Issue certificates for completed training courses.

• Loaner Equipment: Provide functional loaner equipment for critical head-end products requiring off-site repair to ensure continuity of monitoring services.

• Work will be performed on Edwards Air Force Base.

• Normal hours of operation are Monday through Friday, 0700-1600, excluding Federal holidays or when the government facility is closed.

• Contractor Personnel: Must possess current certifications and licenses, adequate training, skills, and knowledge. Employees dealing with customers must communicate clearly in English. Use of government employees or spouses/dependents of DoD employees is restricted to avoid conflicts of interest. Off-duty military personnel may be subject to deployment or reassignment. Contractor employees must identify themselves as such and ensure documents are marked as contractor products. Privately owned vehicles require minimum liability insurance, and drivers must adhere to speed limits and use seat belts.

• Government Furnished Services: Includes emergency medical services, security police and fire protection, local and DSN telephone services, electricity, water, and sewage. Commercial long-distance calls are at the contractor's expense.

• Safety & Security: Compliance with OSHA, federal, state, and local laws, and Air Force Instructions is required. A Safety and Health Plan must be submitted. Contractor employees are subject to criminal history background checks and base access procedures (Edwards AFB Form 496). Compliance with Force Protection Conditions (FPCON) and Health Protection Conditions (HPCON) is mandatory. OPSEC policies and procedures must be followed, including OPSEC training for employees. Weapons, firearms, or ammunition are prohibited on base.

• Environmental Protection: Compliance with all applicable environmental laws, regulations, and standards. Management of hazardous materials, waste disposal, and recycling programs are required. Prevention of Foreign Object Debris (FOD) is mandatory.

• Substance Abuse: Consumption of alcohol or illegal drugs while on duty is strictly forbidden. Employees may be subject to testing.
