This is a combined synopsis/solicitation for commercial services for Fire Alarm Maintenance and Repair at Dover Air Force Base. This announcement serves as the only solicitation, and a separate written solicitation will not be issued. The requirement is for Fiscal Year 2027, with funds to be made available at the start of the new fiscal year.

Services include:

• Functional operation tests and corrective maintenance for individual facilities.

• Emergency services.

• Software updates and installation on multiple alarm panels.

• Service repairs, including troubleshooting and parts replacement.

• System updates and installation for point-to-point notification capability.

• Update/maintenance for mass notification systems.

• Complete replacement of outdated/damaged alarm panels. Contractors will furnish all direct materials and may apply a 15% markup.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all management, tools, supplies, equipment, and labor necessary to repair and maintain all installed CO2/NO detection systems, kitchen hood fire suppression systems, and automatic fire alarm systems at Dover AFB (DAFB), ensuring their serviceability and operation.

• Maintenance and repair of installed CO2/NO detection systems, kitchen hood fire suppression systems, and automatic fire alarm systems.

• Includes routine maintenance, service repairs, and emergency services.

• Systems to be maintained include Monaco D-21 Central Dispatching systems with point-to-point capability.

• Specific quantities of detectors, pull stations, and alarm panels are noted.

• Maintenance and repairs must adhere to industry standards, applicable National Fire Protection Association (NFPA) Standards, Unified Facilities Criteria (UFC) 3-601-02, and manufacturer's instructions.

• Contractor must be capable of providing replacement parts, maintenance, and programming for Simplex, Monaco, Notifier, and Edwards fire alarm control units.

• Routine service requests to be responded to within 24 hours for assessment.

• Work to be scheduled within 48 hours of notification.

• Emergency services require a response within 4 hours.

• Fire protection systems must be 100% operational upon completion of work.

• Repairs must be completed as requested and systems returned to 100% operational status.

• Service tickets must be submitted within three business days of job completion.

• Services are to be performed at Dover AFB (DAFB).

• Standard DAFB hours of operation are 0730 to 1630 Monday through Friday, excluding federally recognized holidays.

• Emergency services are required regardless of workday or off-day status.

• Contractor must possess current National Certification in Engineering Technologies (NICET) Level III in Fire Alarms Systems, Inspection and Testing of Water-Based Systems or Special Hazard Suppression systems. Technicians require NICET Level II.

• Contractor must be licensed by the State of Delaware.

• Contractor personnel must be trained to work on all systems on DAFB, including programming Monaco panels.

• All certifications and proof of license must be submitted prior to award.

• Contractor must submit Material Safety Data Sheets (MSDS) for all chemicals planned for use.

• Contractor must comply with all federal, state, and local regulations regarding hazardous waste disposal.

• Contractor personnel must adhere to security and safety requirements, including obtaining proper credentials, background checks, and following OPSEC procedures.
