Scope of Work
The requirement is for non-personal services covering the inspection, testing, preventative maintenance (ITPM), and remedial repairs of fire alarm systems throughout TYAD. The contractor will furnish all necessary supervision, labor, equipment, parts, and materials. Technicians must be trained and experienced with TYAD systems, adhering to manufacturer specifications, industry standards, NFPA, and UFC guidelines. The objective is to ensure all fire alarm systems are fully operational, providing early and accurate detection and notification.
Period & Place of Performance
Services will be performed on-site at Tobyhanna Army Depot (TYAD), Monroe County, Tobyhanna, Pennsylvania. Contractor support hours are Monday through Friday, 7:30 AM to 4:00 PM EST, excluding federal holidays. A 14-calendar day phase-in period is required from contract award, with services commencing no later than 30 calendar days from award. A 30-calendar day phase-out period is also specified.
Special Requirements
Key requirements include adherence to security protocols (background checks, installation access, OPSEC), mandatory training (Anti-Terrorism Level I, OPSEC Level I, iWATCH), and strict safety compliance (OSHA, NFPA, USACE EM 385-1-1, TYAD safety standards, Site-Specific Safety / Contractor Accident Prevention Plan). Environmental compliance and annual System for Award Management (SAM) Service Contract Reporting (SCR) are also required. Invoicing will be Firm Fixed Price (FFP) for ITPM and Time and Material (T&M) for repairs and modifications; travel is not reimbursable.
