Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for qualified vendors to provide all labor, tools, materials, transportation, equipment, supervision, and personnel to perform Fire Marshal Code inspections and services at Base New Orleans. The USCG is seeking these services.

• Performance of Fire Marshal Code inspections and services.

• All work is to be completed in accordance with the performance work statement (PWS).

• The contract period of performance includes a one-year base period and four one-year options.

  • Base Period: January 1, 2026 - December 31, 2026
  • Option Year 1: January 1, 2027 - December 31, 2027

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for multi-level fire system maintenance and inspections services at the U.S. Coast Guard Base New Orleans, located at the NASA Michoud Assembly Facility.

• Provide all labor, tools, materials, transportation, equipment, supervision, and personnel to perform Fire Marshal Code inspections and services.

  • Wet-Automatic Fire Sprinkler Systems
  • Dry-Automatic Fire Sprinkler Systems
  • Fire Pumps
  • Fire Extinguishers (66 total)
  • Restaurant Fire Suppression Systems
  • Clean Agent Suppression Systems (Ansul Sapphire Novec)
  • Fire Alarm Systems
  • Galley Hood Systems (semi-annual cleaning)

• Inspections must comply with National Fire Protection Association (NFPA) standards, local, state, and federal Fire Marshal code requirements.

• Contractor must use SimplexGrinnell certified technicians.

• Repairs outside the scope of the PWS require permission from the contracting officer.

• Inspections and testing must comply with NFPA standards (NFPA 25, NFPA 72, NFPA 17A, NFPA 2001).

• Specific inspection frequencies are detailed for sprinkler systems, fire alarm systems, clean agent systems, and fire extinguishers.

• Contractor is responsible for work site safety and implementing a safety program.

• Environmental compliance is required, including proper disposal of waste according to RCRA.

• Site restoration and clean-up are required at the completion of each workday and the job.

• Location: U.S. Coast Guard Base New Orleans, NASA Michoud Assembly Facility, 1790 Saturn Blvd, New Orleans, LA 70129.

• Period of Performance: One base year (January 1, 2026 - December 31, 2026) with four one-year option periods (through December 31, 2030).

• Work hours: Monday through Friday, 8:00 AM to 3:00 PM, unless otherwise approved.

• Contractor personnel must possess qualifications and authorization to work on Simplex Grinnell protection systems.

• Proof of authorization and a detailed work schedule are required submittals.

• Compliance with all federal, EPA, OSHA, and State of Louisiana laws and regulations is mandatory.

• No smoking is permitted in any Coast Guard Building; smoking must be done in the designated area.
