Statement of Work (SOW) / Performance Work Statement (PWS)

To provide inspection, maintenance, repair, and hydrostatic testing for up to 120 Government-owned Halon wheeled fire extinguishers at Eglin AFB.

• Phased Execution: Initial "Test Batch" of approximately 10 extinguishers to evaluate cost-effectiveness, with an option for the remaining units.

• Services Include: Complete system inspection, hydrostatic testing of cylinders, valve stem and O-ring replacement, fire hose pressure testing, Halon agent recharge/reconditioning, and certification/tagging.

• Tasks: Inspection & Maintenance, Hydrostatic Testing, Component Replacement, Fire Hose Testing, Halon Recharge/Reconditioning, Tagging & Certification, Quality Control, and Transportation Coordination.

• Work must comply with applicable safety and performance standards (NFPA, DOT).

• Quality control process to prevent defects.

• Deficiencies must be corrected at no additional cost.

• Period of Performance (PoP): Begins upon contract award, extends for completion of services. Estimated completion within 30 days of award.

• Place of Performance: Contractor's facility (for servicing and testing), with pick-up/drop-off at Eglin AFB, FL.

• Inherently Governmental Functions: Contractor shall not perform these functions.

• Hours of Operation: 0600-1800 Central Time, Monday-Friday, excluding Federal holidays. May require work outside these hours with prior approval.

• Certifications: Employees must possess adequate training, skills, and knowledge.

• Safety: Compliance with OSHA and all applicable Federal, State, and Local laws.

• Compliance: Support Government compliance with Section 508.

• Weapons, Firearms, Ammunition, Drugs, and Alcohol: Prohibited on base.

• Security: Comply with base security regulations and force protection conditions.

• Green Procurement Program (GPP): Adherence to environmentally preferable purchasing requirements.

• Hazardous Materials (HAZMAT): Contractor must provide a list of all HAZMAT, submit AF Form 3952 and SDS, control all HAZMAT on installation, and ensure proper labeling. Unused HAZMAT must be removed from the installation. Contractor employees must complete HAZMAT training.

• Spill Response: Contractor is responsible for reporting and cleaning up spills. All costs associated with spills and cleanup are the contractor's responsibility. Immediate notification to Eglin Fire Department (911) and Contracting Officer is required for spills threatening life, health, safety, or fire. Spill response procedures and reporting forms are detailed.

• Insurance: Obtain necessary insurance as required by FAR part 28.306.

• Deliverables: Test Batch Summary Report, Inspection Reports, Hydrostatic Test Certifications, Maintenance and Repair Records, Halon recharge documentation, updated service tags, and Final Service Summary Report.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commodities, specifically Fire Bottle Servicing, conducted under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services. The acquisition is being conducted in accordance with the Revolutionary FAR Overhaul (RFO) and uses full and open competition. Quotes from all responsible sources will be considered.

• The primary requirement is Fire Bottle Servicing, as detailed in the attached Performance Work Statement (PWS) dated 22 April 2026.

• CLIN STRUCTURE: 0001 Fire Bottle Maintenance.

• The government will not accept refurbished or used equipment.

• The acquisition may be subject to Free Trade Agreements (FAR 52.225-3) and the World Trade Organization Government Procurement Agreement (FAR 52.225-5).

• A firm-fixed priced purchase order will be awarded.

• The contract will be awarded to the lowest priced, responsible Offeror whose quote conforms to all solicitation requirements.

• Offerors must hold prices firm for 60 calendar days from the offer receipt date.

• No advanced payments will be made.

• Evaluation Factors (in no particular order):

  • Technical capability of the item offered.
  • Past Performance.
  • Price.
  • SPRS IAW 252.204-7024.

• Quotes must include solicitation number, CAGE code, Company name, Point of Contact (POC), email address, and phone number.

• Full and open competition is utilized; restrictive set-aside limitations do not apply.

• North American Industry Classification System (NAICS) code: 541330, with a size standard of $25,500,000.

• Offerors must be registered in SAM.gov and Wide Area Work Flow (WAWF) to be eligible for award and payment.

• The attached documents include the Performance Work Statement (PWS) and Clauses.

• Offerors are not required to sign and return the SF1449 or amendments, but should return representations and certifications if not in their SAM profile.

• No offerors will be compensated for submitting an offer.
