Statement of Work (SOW) / Performance Work Statement (PWS)

To deliver and install a standalone Access Control System (ACS) for Building 3, including hardware, software, and training.

• Deliver and install ACS equipment, including Premise Control Units (PCUs), uninterrupted power supply, panel batteries, laser jet printer, and duplex badge printer.
• Provide access control and badge training for Building 3.
• Install ACS equipment at 1001 West Boston Ave, Bldg. 3 Fairchild AFB WA, 99011.

Software Capabilities:

• Server/computer system (Windows 10 minimum) with specific port requirements (HDMI, USB).
• Software must display independent alarm activations, allow remote door unlocking (individually or grouped), and support administrator-defined roles/permissions.
• Ability to program door locks for unlock schedules (minimum 25 doors) and unlock times (1-15 seconds).
• Software must support varying levels of access (Level I: swipe only, Level II: swipe + PIN) and allow administrator programming changes.
• Reporting capabilities for components, user access, and sensor activity.
• Support for Wiegand card bits (26, 32, 48).
• Ability to program additional doors (minimum 10).

Access Control Card Capabilities:

• Proximity cards compatible with current base-wide system and HID readers (26-bit, Format H10301).
• Card readers must read Government-issued Common Access Cards (CAC).
• Provide 200 proximity cards (26-bit, H10301, site code 65, starting sequence 1001).
• Install 10 Level II card readers (proximity swipe with keypad) and 2 spare Level II readers.
• Card readers must have color-changing LEDs (red for locked, green for unlocked).
• Ability to enter and register a duress PIN.
• Provide one enrollment reader for proximity cards and CACs.
• Supply sufficient magnetic locks (600 or 1200 lb.) and electric strikes.
• Provide sufficient Passive Infrared Request Exits (REX) for each magnetic lock.
• Provide sufficient emergency overrides for each magnetic lock, wired to report a separate alarm (no audible siren required).
• Provide two push buttons for unlocking two card reader doors.

Premise Control Unit (PCU):

• FIPS and NIST compliant, AES 128 or 256 bit encryption.
• Sufficient PCUs to support magnetic locks, electric strikes, and electric crash bars.
• Provide 2 spare PCUs.
• 4-hour battery backup for PCUs.
• One keypad to communicate with PCU.

Supporting Equipment:

• One laser jet printer.
• One duplex color badge printer.
• One badge camera with tripod.
• 100 blank PVC cards for badge printer.
• One unmanaged network switch with 25% spare ports.
• One KVM with HDMI and USB ports.
• One external hard drive for database backup.

Power Supplies:

• Sufficient power supplies for magnetic locks, electric strikes, and electric crash bars.
• Each lock/strike must have its own power supply.
• Two backup batteries per power supply.
• Power supplies with fire trigger output for magnetic power supplies.

Uninterrupted Power Supply (UPS):

• One UPS for computer/server, monitor, and network switch.

• UPS with surge-only plugins for printers.

• One UPS for 30-minute battery backup for KVM and monitor.

• Delivery and installation at Fairchild AFB, WA.

• Normal hours of operation: Monday-Friday, 7 am – 4 pm, excluding federal holidays.

• Services are not determined to be mission essential during a crisis.

• Contractor must provide evidentiary documentation for FIPS/NIST compliance.

• Proximity cards must be compatible with existing base systems and HID readers.

• Card readers must be able to read CACs.

Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure the safety and security of Fairchild Air Force Base (FAFB) Fire personnel and assets by installing and configuring a new Access Control System (ACS).

• Install ACS on 10 doors at Building 3, including building exits/entrances and internal doors. The system will be standalone and not monitored by the Base Defense Operations Center (BDOC) or NIRPNET.

• Control doors using magnetic locks, electric strikes, Passive Infrared Request for Exits (REX), and push buttons.

• Provide and install all necessary equipment, including premise control units (PCUs), expansion PCUs, keypads, low voltage cabling, and associated hardware.

• Perform PCU terminations, commissioning, and system testing.

• Comply with all federal, state, local laws, commercial standards, manufacturer specifications, NEC, NFPA, and Life Safety Code.

• Install a standalone ACS computer/server, integrated badging station, laser duplex printer, duplex color badge printer, blank PVC cards, UPS, badge clips, cleaning cards, and badge slot punch in Building 3, Room 139.

• Remove existing pin pad access control system.

• Installation must be 100% complete, functional, tested, and verified.

• Damage to walls and ceilings during installation must be professionally repaired.

• Wiring and cabling must be plenum rated, neatly routed, and labeled.

• System must meet FIPS and NIST compliance with AES 128 or 256 bit encryption.

• Database must be backed up daily to an external hard drive.

• System must support Level I (swipe) and Level II (swipe + PIN) access.

• Software must provide various reports on system activity and user access.

• Place of Performance: Building 3, Fairchild AFB, WA 99011.

• Hours of Operation: 0700-1600 Monday through Friday, excluding Federal Holidays. Work outside normal hours requires approval.

• Contractor must coordinate all installation activities with the Designated Government Point of Contact.

• All personnel must comply with base security regulations and pass a background check.

• Contractor must provide training for up to 10 personnel on ACS programming and badge usage.

• Integration testing with the fire alarm panel for magnetic locks is required.

• System testing will be performed by the ESS office and the contractor.

• As-built documentation must be provided.
