Justification for Other Than Full and Open Competition

This document justifies the use of Simplified Acquisition Procedures (SAP) for FAR 13.106-1(b) to procure 70 each EXTINGUISHER, FIRE, P/N MA2-175-227, NSN 4210-01-624-3594 for the U.S. Coast Guard. The intended use is for vessels.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial items, specifically fire extinguishers, to be awarded as a Best Value, Firm Fixed Price purchase order. The U.S. Coast Guard Surface Forces Logistics Center (SFLC) is procuring these items.

• Packaging: Individual packaging in accordance with MIL-STD-2073-1E Method 10, with cushioning materials. Commercial packaging is acceptable if it protects the item through multiple shipments and storage. Items to be individually packaged and shipped in the same container.

• Markings: IAW MIL-STD-129R and barcoded IAW ISO/IEC-16388-2007, Code 39 Symbology. Purchase Order Number, NSN (if applicable), Vendor name, and Part Number must be clearly marked on the exterior of all shipped material.

• Substitutions: Any proposed substitutions must include a Specification Sheet for compatibility evaluation.

• Contract Type: Firm Fixed Price Purchase Order.

• Payment Terms: NET 30, in accordance with FAR 52.232-25 Prompt Payment.

• Submission: Submit a quotation. All vendors must have an active SAM.Gov registration or provide proof of submitted registration.

• Evaluation: Best Value will be determined by completeness of requirement, adherence to timeframe, and price.

• Delivery: All deliveries are required by 01/17/2026. Deliveries are accepted Monday through Friday, 7:00 AM to 1:00 PM.

• Shipping: FOB DESTINATION REQUIRED. Total cost must include delivery and any freight charges.

• Invoicing: All invoicing must be processed through https://www.ipp.gov. Invoices must include CG Purchase Order number, vendor invoice number, cage number, PO item number, description, unit prices, and extended totals. Shipping costs should be a separate line item.

• All responsible sources may submit a quotation.

• Provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2024-05, dated 22 May 2024.
