Eligibility & Qualification
To be eligible, offerors must submit a valid Qualification Acceptance Letter signed by an authorized Government engineer. For those not yet qualified, the process involves notifying the government, certifying facilities and equipment, providing data verification, submitting a qualification test report, identifying material sources, providing written procedures, and building/testing a qualification article at the bidder's expense. This qualification effort is estimated to cost $5,000 to $50,000+ and take approximately 360 days.
Submission & Evaluation
Proposals must be submitted electronically via the PIEE Solicitation Module by June 16, 2026, at 5:00 PM ET. Proposals must remain valid for 120 calendar days. Evaluation factors include Technical (Qualification Acceptance Package, Proposed Schedule), Past Performance, and Price. Technical factors combined are significantly more important than Price. Offerors must provide Data Other Than Certified Cost or Pricing Data.
