This is a Request for Quotation (RFQ) for commercial items, specifically the hydrostatic testing and refilling of 5 lb. CO2 fire extinguishers. The National Institute of Standards and Technology (NIST) Fire Department requires these services as part of their portable fire extinguisher maintenance program, adhering to NFPA 10 and OSHA 29 CFR 1910.157 standards.

• Hydrostatic testing and refilling of 5 lb. CO2 fire extinguishers.

• Extinguishers that fail testing must be marked as 'Failed'.

• All returned extinguishers will be re-charged.

• Contractor must have direct experience performing these services in accordance with NFPA 10 and OSHA 29 CFR 1910.157.

• Contractor must have an office within 75 miles of the NIST Gaithersburg campus.

• Contract Type: Firm-fixed-price.

• Period of Performance: August 1, 2026 - July 31, 2027.

• Delivery Date: August 1, 2026.

• Quotations must be submitted electronically via email to robert.singman@nist.gov by June 17, 2026, at 11:00 AM ET.

• Questions must be submitted in writing to robert.singman@nist.gov by June 11, 2026, at 11:00 AM ET.

• Award will be made to the lowest-priced, technically acceptable offeror.

• Evaluation will be based on technical capability and price.

• Quotations must be divided into three volumes: Technical, Price, and Terms and Conditions.

• This acquisition is a 100% small business set-aside.

• The applicable NAICS code is 541380 - Testing Laboratories and Services, with a size standard of $19.0 million.

• Offerors must be "active" registrants in the U.S. System for Award Management (SAM) at the time of solicitation close.

• This solicitation constitutes the only solicitation; no separate written solicitation document will be issued.

• The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2026-01.

• NIST LOCAL-53 and NIST LOCAL-54 clauses regarding contract performance during changes in NIST operating status and electronic billing instructions are included.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide hydrostatic testing and recharging services for 5 lb. BC CO2 fire extinguishers for the National Institute of Standards and Technology (NIST) Fire Department at the Gaithersburg, MD Campus.

• Perform hydrostatic testing and recharging of 300 5 lb. CO2 fire extinguishers.

• Testing must comply with NFPA 10 and OSHA 29 CFR 1910.157 regulations.

• Contractor is responsible for pick-up and delivery of extinguishers to and from the NIST Gaithersburg Campus.

• Extinguishers that fail testing must be returned marked "Failed".

• Contractor must obtain written approval from the contracting officer before incurring costs for any parts required for repair not included in the contract.

• Contractor must contact the NIST TPOC before pick-up and return of extinguishers.

• NIST Fire Department personnel will document the number of extinguishers leaving and returning.

• Repairs require an itemized list of requirements and completed repairs.

• All items must be new; used or remanufactured equipment is not acceptable.

• Experimental, prototype, or custom items are not considered.

• "Gray market" components are not authorized.

• All line items must be shipped in original manufacturer's packaging with all original documentation and software.

• Extinguishers must be hydrostatic tested to NFPA & OSHA regulations.

• Seals, O-Rings, and pull pins must be replaced as needed.

• Extinguishers must be re-charged.

• Extinguishers are High Pressure Cylinders.

• Period of Performance: 1 year, starting 15 days after contract award.

• Place of Performance: NIST Gaithersburg Facility or at the contract site, at the discretion of the contractor.

• Delivery Terms: FOB Destination.

• Contractor employees require NIST identification badges and must register vehicles for campus access.

• Contractor employees must comply with all installation safety prevention regulations.

• NIST is a restricted campus; an identification badge is required for entry.

• Regular business hours are Monday through Friday, 8:00 am to 5:00 pm Eastern Time.

• Warranty: Minimum of one year after receipt of equipment.

• Payment Schedule: Invoiced in arrears, Net 30-day payment terms, upon receipt and acceptance of a proper invoice. Payment is contingent upon successful installation, testing, and demonstration of performance.
