Submission & Evaluation

Quotations must be submitted via email to 1st Lt Nicholas Marzinzik (nicholas.marzinzik@us.af.mil) and Mr. Jason Shallenberger (jason.shallenberger@us.af.mil). The Government intends to award a contract based on Best Value, considering three factors:

  • Technical Performance: Evaluated as Acceptable/Unacceptable based on the ability to provide specified equipment, offer trade-in credit, and provide a one-year parts warranty.
  • Pricing: Evaluated for reasonableness, completeness, and balance. Pricing will not be scored but must cover all requirements.
  • Past Performance: Evaluated for relevancy (commercial fitness equipment, delivery/installation/refurbishment of similar equipment, comparable scope). Offerors can provide CPARS, one relevant contract reference, or a statement of no relevant past performance. Past performance will only be used as a tie-breaker among technically acceptable quotes. A neutral rating will be assigned for no or insufficient past performance.
