This PWS outlines the requirements for comprehensive maintenance and support services for the Fire Protection and Life Safety Systems located at the Stewart Lee Udall Department of the Interior Building.

• Provide management, supervision, labor, materials, equipment, supplies, and services for Annual, Quarterly, and Monthly Preventive Maintenance, Testing, Inspection, Repair, Calibration, and Adjustments on Government-owned Fire Protection / Life Safety Systems.

• Services include maintenance for the main fire alarm panel, subpanels, battery backups, circuit power extenders, remote power supplies, fiber optic cable connectors, duct detectors, alarm boxes, heat detectors, smoke detectors, beam smoke detectors, duct smoke detectors, pull stations, supervisory signal devices, waterflow devices, sprinkler tamper switches, loudspeakers, horizontal fire/smoke doors, magnetic door hold open devices, firefighter telephone systems, kitchen fire suppression systems, fire pumps and controllers, fire extinguishers, and fire dampers.

• All maintenance must adhere to DOI requirements, manufacturer specifications, and referenced publications/standards, with the most stringent requirements taking precedence.

• The contractor is responsible for providing all necessary tools, equipment, personnel, planning, expertise, and supervision.

• The government will provide 100 square feet of storage space onsite.

• Maintenance and testing must be performed according to NFPA frequencies and quarterly after the contract award date.

• Specific tasks include battery backup load testing, offline backup program creation/updates, fire damper inspections, fire and smoke barrier inspections, kitchen fire suppression system inspections, draining humidity from garage dry sprinkler systems, annual inspection of fire extinguishers, and sprinkler system quinquennial inspections.

• Detailed testing and inspection schedules for various components (Main Fire Alarm Panel, Subpanel, Initiating Devices, Notification Appliances) are provided, specifying frequencies for testing and inspection.

• Fire Drills: Provide personnel support for monthly fire drills in the building's child daycare facility and the building's annual fire drill.

• Safety and Environmental Management: Comply with all federal, state, and local laws and regulations. Prime Contractor must have onsite supervisory personnel when subcontractors are working. At least one Prime Contractor employee must have an HSPD-12 compliant ID badge. All workers must have REAL ID compliant identification.

• Personnel Qualifications: Technicians must have relevant experience and NICET certifications. On-site supervisors require specific certifications (e.g., Edwards EST3 series, NICET Level III).

• Management Plan: Contractor must develop and implement a Management Plan covering staffing, work management, quality control, communication, and facility considerations.

• Quality Control Plan (QCP): Contractor must develop and implement a QCP to ensure contract compliance and identify/resolve potential problems.

• Government Inspection: The Government reserves the right to inspect performance and may reject reports or submittals. Performance will be evaluated based on success, deficiencies, and correction of issues.

• General Notes: Prime Contractor must attend an onsite walk-through. All materials must comply with manufacturer recommendations and regulations. Work causing electrical outages requires 45 days advance notice to COR. Other preventative maintenance visits require 10 days advance notice. Contractor must have at least 5 years of documented successful experience. Contractor personnel must reflect favorably upon the agency. All practices must adhere to safety standards (NEC, OSHA, GSA PBS Core Building Standards). Contractor is responsible for PPE and safety equipment. Waste products are the contractor's responsibility for disposal. Pricing for labor and components must be secured at contract acceptance. Parking is not provided. Ramp D loading dock available for loading/unloading only after COR coordination.

• Follow-on Effort: The current effort is a follow-on to a contract held by Media Plumbing & Heating Inc. under contract number 140D0420F0723.
• Device Inventory and Inspection Reports: The Government is unable to provide a device inventory list. However, copies of the most recent inspection reports are provided as an attachment to the RFQ in a zip file.
