Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the contractor to perform inspection, estimate, and overhaul services for a specific centrifugal pump unit (NSN: 4320-01-481-4914) used as a fire pump aboard 270' WMEC vessels.

• Pump Unit Description: The pump is a 500 GPM unit at 125 PSI with a 280 Feet Total Head, an 8.625" impeller, size VA70E. The associated motor is 75 HP, 3600 RPM, clockwise rotation, 440VAC, three-phase, 60 cycle, 365 JP frame.

• Overhaul Process: Includes preliminary disassembly, inspection, and a detailed estimate for repair. The contractor must notify the Coast Guard of any missing components or questionable conditions.

• Replacement Parts: All replacement parts must be new. Reclaimed or recycled parts are not acceptable. Commercial parts must be identified by markings or technical manuals. Mandatory replacements include software, bearings, shaft seal, and threaded fasteners.

• Specific Modifications: Packing glands must be converted to a mechanical seal assembly (Chesterton part number 442-17 SPK 678344). If the pump lacks an abrasive separator, one must be installed (John Crane cyclone abrasive separator part number 8109513).

• Drive Motor: If overhaul cost exceeds 70% of a new motor's replacement cost, the motor shall be exchanged. Otherwise, it will be reconditioned to like-new condition, including mandatory replacement of bearings, bushings, seals, and gaskets.

• Paint: Existing paint removal and application of new primer and finish coats are required, adhering to specific MIL-SPEC and AMS standards.

• Testing: Includes rotational, hydrostatic, and performance tests. Hydrostatic tests are conducted at 150% of maximum working pressure for ten minutes. Performance tests must meet or exceed the manufacturer's flow curve within a 5% tolerance. Leakage at the mechanical seal must be less than 60 drops per minute.

• Quality Assurance: Contractor is responsible for overall quality. Inspections and tests are minimum requirements. Advance notice for inspections and tests is required.

• Overhauled pump units are to be delivered to the Coast Guard.

• Preservation and packaging are required for protection against deterioration for a minimum of two years.

• Documentation: A detailed estimate, test reports, motor certification, and paint documentation are required.

• Packaging & Marking: Units must be individually packaged in wooden containers and marked with specific information including NSN, item name, part number, and government order number.

• Warranty: A standard manufacturer's warranty or a contractor guarantee against defects for up to two years after delivery is required.

• Recommended Sources: Crane-Deming Pumps (OEM) and Cummins-Wagner (Distributor) are listed as recommended sources.

• Cost Estimate: The estimated cost for overhaul is not to exceed $49,907.88.
