This is a Request for Quotation (RFQ) for Five Year Fire Protection Testing services at the Iowa City VA Health Care System. The objective is to ensure the fire sprinkler systems and components are inspected and tested every five years to maintain compliance with Joint Commission and NFPA 25 standards. The testing includes inspection and flow for standpipe, wet sprinkler systems, and dry sprinkler systems across various buildings and zones.

• Comprehensive inspection and testing of fire sprinkler systems and components every 5 years.

• Includes internal piping inspections, valve inspections, and hydrostatic testing of Fire Department Connection and dry sprinkler systems.

• Five-year inspection, testing, maintenance, and flow for standpipe, wet sprinkler systems, and dry sprinkler systems for specified buildings.

• Inspection of all gauges, zones, and fire department check valves.

• Pressure testing of dry standpipe in parking ramp structure, front entrance building 1, and ambulance garage building 1.

• Contractor must coordinate directly with the VA Contracting Officer Representative (COR).

• Discrepancies or deficiencies noted during testing must be reported to the VA in writing within 48 hours.

• Full compliance reports must be submitted in writing within 30 days of testing.

• Contractor must wear industry clothing for easy recognition as a "Contract Employee" and display appropriate identification badges.

• Contractor personnel must comply with all applicable Federal, State, and local laws, and OSHA standards.

• Contractor must implement an Occupational Safety and Health Plan.

• Special Certification: Bidders must have an NFPA 25 certified, field service representative with a minimum of five (5) years of specialized continuous experience in testing and inspection.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: One-time service to be completed within 30 days of award.

• Offerors must submit a single document not exceeding 30 pages.

• Required documents include: Signed SF 1449, signed SF30 forms (if applicable), narrative demonstrating ability to meet subcontracting limitations, narrative demonstrating understanding of Service Contract Labor Standards, narrative describing existing capability to meet SOW, and pricing information.

• Pricing: Firm fixed pricing in accordance with B.3 (Price Schedule), submitted in PDF or Microsoft Excel format.

• Offerors must state their ability to meet subcontracting limitations.

• Offerors must state their understanding of Service Contract Labor Standards.

• Evaluation Factors: Technical, Service Experience, Past Performance, and Price.

• Technical evaluation will focus on the ability to perform tasks outlined in the SOW.

• Service Experience requires an NFPA 25 certified representative with 5 years of experience.

• Past Performance requires no more than two letters of recommendation/references.

• Price evaluation will be based on the total of all line-item prices.

• This acquisition is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside.

• Offerors must be registered in the System for Award Management (SAM) at www.sam.gov.

• Offerors must complete and return the Certificate of Compliance for Limitations on Subcontracting (C.4).

• All administrative matters will be handled by NCO 23 Contracting Officer.

• Invoices must be submitted electronically within 30 days of receipt and acceptance.

• Contractor attire must be industry standard and clearly identify the contractor.

• Contractor personnel may be required to obtain VA identification badges.

• Work area must be kept clean and restored to original condition upon completion.
