Scope of Work

The contractor shall provide a complete, fully operational, "turnkey" FSAA system, replacing a deficient legacy system to enhance emergency response capabilities for 18 CES/CEF. The scope includes:

  • Design, Procurement, Installation, Integration, Testing, and Commissioning of the FSAA across four (4) fire stations and two (2) dispatch centers.
  • Integration of all hardware and software, including Government-Furnished Equipment (GFE) such as VESTA 911 systems and Motorola Radio Dispatch Consoles.
  • Compliance with NFPA 1221 and NFPA 1500 standards, including features for hearing conservation and stress reduction.
  • Key Deliverables: Project Management Plan, System Design Document, Procurement and Delivery of new equipment, System Installation and Integration, System Acceptance Test (SAT), End-User Training, and comprehensive Documentation ("as-built" diagrams, manuals, license keys).

Key Requirements & Contract Details

  • Brand Name Only: The acquisition is restricted to Motorola Solutions due to proprietary ownership, system integrity, and the need for seamless integration with existing Motorola infrastructure. A Sole Source Justification is provided.
  • Contract Type: Combined Synopsis/Solicitation (RFQ) for commercial products/services.
  • Period of Performance: 210 calendar days from contract award.
  • Set-Aside: This acquisition is not set-aside for small businesses. However, a 10 percent price evaluation preference will be applied for HUBZone small business concerns unless waived.
  • Funding: Award is contingent upon funds becoming available. The Government reserves the right to cancel the solicitation without obligation to reimburse offerors.
