Performance Work Statement (PWS)

This PWS outlines the requirements for a contractor to furnish and deliver a complete, fully operational, "turnkey" Fire Station Alerting and Alarm System (FSAA). The objective is to replace a deficient legacy system to enhance emergency response capabilities for 18 CES/CEF.

The contract includes the design, procurement, installation, integration, testing, and commissioning of the FSAA across four (4) fire stations and two (2) dispatch centers. The contractor is responsible for integrating all hardware and software, including Government-Furnished Equipment (GFE).

• Contract and Project Management: Establish a management process, designate a Project Manager, and submit a Project Management Plan (PMP) and weekly status reports.
• System Design: Conduct site surveys and develop a System Design Document (SDD) for COR approval before procurement.
• Procurement and Delivery: Procure and deliver new, original-packaged hardware and software to designated sites.
• System Installation and Integration: Install and integrate all system components, ensuring interoperability with GFE.
• System Testing and Acceptance: Develop and execute a System Acceptance Test (SAT) plan for COR approval. Final acceptance is contingent on successful SAT completion with no critical or major deficiencies.
• End-User Training: Provide training for System Administration, Dispatch Operations, and End-User Operations.
• Documentation and Warranty: Deliver a complete documentation package, including "as-built" diagrams, manuals, license keys, and a warranty transfer document.

Performance will be evaluated on timeliness and completeness of deliverables (PMP, SDD, reports), adherence to design specifications, successful integration with no high-priority failures, 100% successful SAT completion, and complete documentation. Acceptable Quality Levels (AQLs) are defined for each performance objective.

• Period of Performance: 210 calendar days from contract award.

• Locations: Four (4) fire stations and two (2) dispatch centers.

• Turnkey Solution: The contract requires a single, turnkey solution from one prime contractor responsible for full system integration.

• Equipment: All furnished equipment must be new. Refurbished or "gray market" items are prohibited.

• Integration: The system must integrate with existing GFE, including VESTA 911 systems and Motorola Radio Dispatch Consoles.

• Compliance: The system must comply with NFPA 1221 and NFPA 1500, including features for hearing conservation and stress reduction.

• Data Rights: The Government will have unlimited rights to all technical data produced.
