Statement of Work (SOW) / Performance Work Statement (PWS)

To perform annual inspections and testing of fire sprinkler, fire alarm, monitoring, and pump systems at three healthcare facilities: Crow/Northern Cheyenne Hospital, Pryor Health Clinic, and Lodge Grass Health Clinic.

• Annual Inspection-Survey and Fire Pump Test (including antifreeze solution and valves).
• Three Quarterly Inspections testing supervisory switches and alarms.
• Complete Annual inspection of the Fire Alarm System per NFPA-72, including initiating devices, notification devices, control panel functions, and auxiliary functions. Documentation of testing is required.
• Testing of ancillary devices: Remote Annunciator, Kitchen Hood (Ansul Units), Digital Dialer.
• Annual Fire Extinguisher Inspections and certification (67 total).
• Semi-Annual Inspection and Certification of Kitchen Hood Fire Suppression System (1 total).
• Hand-on live fire training for 354 individuals.
• Fire Sprinkler Inspection and Fire Sprinkler Pump Test for Pryor Clinic, Lodge Grass Clinic, and Crow Northern Cheyenne Hospital.
• Annual backflow testing for each location (3 total).
• Fire Alarm Monitoring Services for 3 locations.

Excluded Services: Alarm maintenance, smoke detector cleaning, and repair of issues found during inspection.

• Technicians must be certified to a Level Two in NICET (National Institute for Certification in Engineering Technologies) in fire alarm, fire sprinkler, and clean agent systems.

• Inspection reports must be provided to the Contracting Officer Representative (COR) within one week of performing services.

• Period of Performance: 02/01/2026 - 01/31/2027

• Inspections will be performed during normal business hours unless otherwise requested or approved.

• Contractor does not require security clearances but will be escorted by facility staff.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services for Fire Suppression Monitoring and Pump Inspections. It is issued as a Request for Quotation (RFQ) and is not set-aside for small business concerns. The government intends to award to a responsible party offering "Best Value to the Government" based on price and other factors. Offerors must be registered and active in the System for Award Management (SAM).

• The core requirement is "CSU Fire Suppression Monitoring and Pump Inspections" for the Base Year.

• The initial Period of Performance is intended to start February 1, 2026, and end January 31, 2027.
