• Evaluation will be conducted using the Lowest Price Technically Acceptable (LPTA) criteria.

• Only the lowest-priced offer will initially be evaluated for Technical Acceptability and Past Performance.

• If the lowest-priced offer is not technically acceptable or has unacceptable past performance, the evaluation will proceed to the next lowest-priced offer until an acceptable offer is identified.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for emergency repair of the fire suppression system at the Dale Bumpers National Rice Research Center (DBNRRC) in Stuttgart, Arkansas.

The contractor will be responsible for all parts and labor to restore the fire system to full operational status. Key tasks include:

• Replacing the Altitude Valve.

• Inspecting the 80,000-gallon water holding tank for leaks and overall condition.

• Replacing inspection access gaskets on the water holding tank.

• Replacing all sensors and floats on the water holding tank.

• Pressurizing the fire suppression system to identify any water leaks.

• Ensuring all pumps, water pressure drops, valves, and switches are monitored by the building's fire panel.

• Verifying the operability and communication of all tamper switches with the fire panel.

• Including all necessary services, field labor, equipment, software for adjustments, and personal protective equipment.

• All work must comply with applicable codes and standards, including ANSI, ASME, NEC, NFPA 72, OSHA, ADA, and ARS 242.1M "ARS Facilities Design Standards."

• The contractor must submit a Site Safety Specific Plan/Accident Prevention Plan within 14 days of contract award for government review before work begins.

• Daily reports of work performed must be provided to the Contracting Officer Representative (COR).

• Upon completion, the contractor must remove all construction-related materials and rubbish from the site.

• The contractor is responsible for commissioning the new system and tying controls into the existing building automation system (BAS).

• The project completion shall not exceed 90 days from the date of notice to proceed.

• Work hours are Monday through Friday, 7:00 AM to 4:00 PM, excluding Government holidays, unless otherwise approved.

• The location is Dale Bumpers National Rice Research Center, 2890 Highway 130 E, Stuttgart, AR 72160.

• Contractors must be registered in the System for Award Management (SAM) prior to submitting a bid.

• Utilization of bio-based products is required to the maximum extent possible without compromising quality.

• Contractors are encouraged to conduct a site visit before bidding.

• Proposals must be in unlocked MS Word format, and cost proposals must be detailed in unlocked MS Excel format with working formulas.

• Any damage to Government property must be repaired or replaced to the satisfaction of the Government.
