This document is a Sources Sought Notice issued by the Mission and Installation Contracting Command (MICC) – Fort Belvoir, Virginia. It is for planning purposes only and is not a solicitation announcement, Request for Information (RFI), Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP). The government is seeking market research information from capable businesses to provide unscheduled preventive services and repairs for fire trucks and emergency vehicles managed by Joint Base Myer-Henderson Hall Logistics Readiness Center (LRC) on Fort Myer, VA. This includes repair parts and technical support for various emergency vehicles such as pumper fire trucks, ladder fire trucks, rescue vehicles, and aircraft rescue and fire fighting vehicles (ARFF).

Potential bidders should note that the government is specifically interested in sources capable of providing maintenance and repair services for Pierce Manufacturing, Inc. brand fire vehicle apparatuses. Authorized Vendors must provide documentation of being an Authorized Pierce Manufacturing, Inc., Maintenance and Repair Services Dealer to be eligible. The anticipated NAICS code is 811111 General Automotive Repair, with a size standard of $9M. Responses are due via email by September 5, 2025, at 12:00 p.m. Eastern Time, and should include a capability statement addressing specific questions outlined in the notice regarding firm information, interest in prime/subcontracting, previous experience, commercial availability, structuring for small business competition, and recommendations for improvement. This notice does not commit the government to a contract award.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide annual preventive maintenance, warranty repairs, and technical support services for fire emergency vehicles at Joint Base Myer-Henderson Hall (JBMHH) and Fort Leslie McNair.

• Perform annual preventive maintenance, warranty repairs, and unscheduled maintenance for U.S. Government-owned fire emergency vehicles.

• Provide authorized manufacturer warranty repairs and Annual Preventive Maintenance (PM) Services.

• Services include detailed inspections and maintenance of various vehicle systems: Frame and Suspension, Axles/Tires/Wheels, Engine (major subcomponents, cooling, fuel, air intake, exhaust), Transmission, Drivelines, Steering, Braking (including ABS), Crew and Passenger Compartments, Cab Tilting System, Body and Compartmentation, Starting System, Wiring, Batteries, Charging System, Ignition System, Miscellaneous Electrical Components, Vehicle Lighting, Electrical Accessories, and Warning Devices.

• Conduct inspections and maintenance on water pumping systems and tanks, pump drive systems, and piping/valves.

• Perform diagnostic checks on pump controls and priming systems.

• Conduct road tests after maintenance intervals.

• Provide load testing for supported equipment, including material handling and lifting devices.

• Perform HVAC maintenance services.

• Perform vehicle/trailer body repair services (straightening, welding, sanding, component replacement, painting) to stop corrosion or restore structural integrity.

• Maintain and repair wheel and tire assemblies.

• Conduct initial, random, and final inspections of equipment submitted for repair or services.

• Provide technical inspection services for equipment turn-in, serviceability checks, lateral transfers, or in-processing of new equipment.

• Provide reports, evaluations, and technical exhibits for equipment on work orders.

• Perform initial acceptance of items, verifying serial numbers and identifying problems.

• Complete Equipment Maintenance and Inspection Worksheet upon completion of work.

• Provide documentation of all work performed weekly to the COR.

• Perform Allied Trades tasks including welding, machining, equipment painting, and body repair.

• Services must be performed in accordance with the PWS and applicable norms and regulations.

• Contractor must develop and maintain an effective quality control program.

• Performance will be evaluated under a Quality Assurance Surveillance Plan (QASP).

• Specific maintenance tasks must adhere to applicable Technical Manuals/Technical Bulletins and industry best practices.

• Welders must be qualified, and welding inspectors certified according to AWS standards.

• Non-destructive testing personnel must be certified.

• Period of Performance: Twelve (12) month base year with four (4) twelve-month option years, plus a six-month extension period.

• Base Year: October 26, 2025 – October 25, 2026

• Option Years: October 26, 2026 – October 25, 2030

• Place of Performance: Preponderance of services at the vendor's location. On-site services at Joint Base Myer-HH Fire Station 108 Sheridan Avenue Fort Myer, VA 22211. Vendor's location shall not be more than 25 miles outside of JBMHH.

• Contractor must provide proof of authorization from vehicle manufacturers for warranty repairs.

• Contractor personnel must possess specialized permits, licenses, and certifications (e.g., ASE, EVT, Pierce Certified Master Technician).

• Contractor must provide a Contract Manager or primary POC.

• Contractor must maintain vehicular liability and general public liability insurance.

• Contractor personnel and property are subject to search and seizure upon entering JBMHH.

• Contractor employees must have positive, photographic identification and carry vehicle passes.

• Contractor shall not use U.S. Government-owned tools, materials, or parts without prior written approval.

• Contractor-furnished equipment that is inoperable must be removed within 10 business days after failure.

• Contractor must notify KO and COR of any delay due to equipment or material problems.

• Recognized Holidays: Contractor is not required to perform maintenance on eleven (11) Federal holidays, except in emergencies.

• Contract Type: Anticipated award of a Firm-Fixed Price Blanket Purchase Agreement (BPA).

• No Antiterrorism (AT)/OPSEC and CTIP requirements.

• Contractor shall furnish all supplies, equipment, facilities, and services not provided by the Government.

• Contractor shall provide all repair parts and supplies.

• Contractor shall provide all tools and equipment necessary for repairs.

• The contractor must provide load testing for all supported equipment.

• The contractor must label equipment with the test date.

• The contractor is responsible for air conditioning/refrigeration (HVAC) maintenance services.

• Certified personnel must perform HVAC tasks.

• Contractor must adhere to AR 750-1, applicable Technical Manuals/Technical Bulletins, and generally acceptable commercial methods for body repairs.

• Work must align with applicable technical manuals for wheel and tire assemblies.

• Contractor must provide reports, evaluations, and technical exhibits for equipment on work orders.

• Contractor must complete the Equipment Maintenance and Inspection Worksheet or equivalent.

• Contractor must provide documentation of all work performed weekly to the COR.

• Contractor is responsible for performing Allied Trades tasks related to repair or modification of non-tactical or commercial equipment.

• The contractor must provide a list of fire department vehicles supported.
