Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire supplemental Housekeeping (Custodial) Services for the Rosebud Service Unit (RSU) in Rosebud, South Dakota, to ensure a clean and safe environment for patients, visitors, and staff, particularly during times of temporary staffing shortages.

• Provide direct housekeeping (custodial) services to supplement existing RSU staff.

• Services include cleaning various areas such as in-patient rooms, bathrooms, public restrooms, exam/procedure rooms, pharmacy, Emergency Department, Lab, X-ray, halls, walls, floors, furnishings, equipment, windows, and offices.

• Tasks include sweeping, mopping, scrubbing, waxing floors, washing windows, emptying trash, maintaining custodial equipment, handling clean and soiled linen, and responding to emergency cleaning needs (e.g., spills, flooding).

• Removal and disposal of non-infectious and infectious waste, as well as hazardous waste, following established protocols.

• Disinfection of beds, bedside tables, and other patient equipment (excluding medical equipment).

• Maintaining facility security through proper use of issued keys.

• Adherence to RSU infection control, safety procedures, and patient confidentiality standards.

• Personnel must be able to perform tasks requiring moderate to arduous physical exertion, including lifting up to 50lbs, bending, pushing, squatting, and potentially climbing ladders.

• Contractor personnel must be well-experienced or certified.

• Seamless coverage and continuity of services are paramount.

• Compliance with RSU infection control, safety procedures, and COVID-19 policies.

• Adherence to RSU Employee Health Program policy, including required annual vaccinations and submission of immunization records within 7 days of employment.

• Contract term: One (1) year from award date, with four (4) one-year option periods.

• Place of Performance: Rosebud Hospital and two (2) Rosebud Service Unit Hospital Housing Compounds, all located in Rosebud, SD.

• Staffing: Up to four (4) qualified Housekeeping (Custodial) Personnel as full-time equivalents (FTEs).

• Security: Contractor staff require a full Federal background investigation and preliminary clearance (15-30 business days) to obtain a Personal Identity Verification (PIV) card. This includes completing forms (OF-306, Addendum to OF-306, Provisional Waiver, CV/Resume, 86 C, General Release), fingerprinting (FD-258 hard copy or electronic), and potential eQIP completion.

• Identification: RSU work identification badge required and must be worn at all times.

• Communication: Contractor must carry a working form of communication (e.g., cellular phone or pager) at their expense.

• Trainings: New Employee Orientation (NEO) and all RSU required annual trainings are mandatory.

• Work Hours: Tours of duty may vary, with standard shifts between 7:00 am-3:30 pm, 3:00 pm-11:30 pm, and 11:30 pm-7:00 am. A 30-minute unpaid lunch break is required.

• Property: RSU will provide equipment and supplies. Contractor is responsible for communication devices.

• Weather: Contractors must be prepared to travel and work in adverse weather conditions typical of South Dakota winters.

• Period of Performance: Base year (08/01/2026 - 07/31/2027) plus four (4) option years.
