To arrange for a vendor to perform Liquid Propane Gas (LPG) refilling of the GPAYRTC propane tank on an as-needed basis, including emergency support during critical situations.

• Refill the GPAYRTC propane tank when it is below 30% capacity.

• Provide emergency propane refilling upon request.

• Vendor must contact the Facility Operations Specialist or designee before arrival and check-in/call upon arrival and completion of deliveries.

• Deliveries must be performed in accordance with NFPA 58, Liquefied Petroleum Gas Code, 2011 Edition.

• Period of Performance: Award of purchase order for one (1) year.

• Place of Performance: GPAYRTC campus, outside grounds where propane tanks are located.

• Normal Access Hours: Monday - Friday, 8:00 AM – 4:30 PM.

• Emergency refilling may occur outside normal hours.

• Vendor personnel must be trained in proper handling procedures as required by NFPA 58.

• Vendor must adhere to applicable engineering codes and standards, including NFPA 58, 29 CFR 1910, 29 CFR 1926, and CFR 49.

• Vendor must exercise a degree of care regarding safety and environmental functions.

• Vendor must provide an unloading procedure in accordance with NFPA 58.

Sources Sought Notice

This notice is for informational and planning purposes only to conduct market research for the delivery of propane for heating fuel at the Great Plains Indian Health Service Youth Regional Treatment Center (GPAYRTC) in Mobridge, South Dakota. The Indian Health Service (IHS) is seeking to determine the availability of Indian Small Businesses Economic Enterprise (ISBEE) and to assist in determining the appropriate acquisition method, including potential set-asides. The anticipated NAICS code is 211130, Natural Gas Extraction.

• Provide Liquid Propane Gas (LPG) refilling services for the GPAYRTC's 18-bed facility with a 12,500-gallon propane tank.

• Refill the tank on an as-requested basis or when the level is below 30%.

• Provide emergency propane refilling services, including during critical situations, weekends, and holidays, as requested.

• Deliveries will occur on the GPAYRTC grounds at the designated propane tank location.

• Vendor personnel must be properly trained in handling procedures in accordance with NFPA 58.

• Vendor must adhere to applicable engineering codes and standards, including NFPA 58, 29 CFR 1910, 29 CFR 1926, and 49 CFR.

• Vendor must exercise appropriate care in performing work and managing associated hazards, ensuring safety and environmental management are integral to planning and execution.

• Provide an unloading procedure in accordance with NFPA 58.

• Type of Order: Firm-fixed price purchase order.

• Anticipated Period of Performance: One (1) year from the date of contract award.

• Interested parties are requested to submit a capability statement.

• Capability statements should include:

  • Overview of opinions on difficulty/feasibility, innovative ideas.
  • Current capability, capacity, prior completed events, organizational experience, management capability, and examples of prior Government contracts.
  • Documentation on floorplans, photographs, room descriptions, available equipment.
  • DUNS number, organization name, address, point of contact, and business size (e.g., 8(a), HUBZone).
  • Any other helpful information.

• Capability statements must not exceed 10 single-sided pages, single-spaced, 12-point font minimum, in Word or PDF format, with 1-inch margins.

• Proprietary information should be marked. Current certified small business status should be indicated on the first page.
