Statement of Work (SOW) / Performance Work Statement (PWS)

The First Sergeant Academy (FSA) at Maxwell AFB, AL, seeks to enhance its curriculum by incorporating expert training on courageous leadership. The goal is to equip First Sergeant students with essential skills in strategic leadership, empathetic engagement, resilience, and organizational problem-solving.

• Provide a two-hour instruction on the value of courageous leadership for First Sergeants, delivered across 7 sessions annually.

• Develop and deliver training materials focusing on personal, group, and organizational growth.

• Incorporate self-awareness exercises for students regarding personal and professional strengths and areas for improvement.

• Provide digital copies of course preparatory work, presentation materials, workbooks, recommended homework, and classroom visual aids.

• Materials must be compatible with Air Force standard desktop configurations and networks.

• Student handouts must be provided digitally by February 23, 2026, with any changes submitted at least two weeks prior to future sessions.

• Contractor must have a minimum of 4 years of experience as a multi-level Command Chief Master Sergeant, with managerial experience overseeing First Sergeants.

• Contractor must demonstrate expertise in linking First Sergeant stressors with leadership, collaboration, and team dynamics.

• Base Year: February 23, 2026 – February 22, 2027

• Options: Four additional option years through February 22, 2031.

• Place of Performance: First Sergeant Academy, Maxwell-Gunter AFB, AL, or an approved virtual platform.

• Contractor personnel require base access sponsorship and must obtain base identification and vehicle passes.

• Compliance with Force Protection Measures (FPCON, RAMS) and base security instructions is mandatory.

• Adherence to Maxwell AFB traffic laws and cellular phone operation policies is required.

• No unauthorized IT systems or networks are permitted.

• Transporting firearms or ammunition is strictly prohibited for non-law enforcement personnel.

• Government will provide a training room and projection capability; contractor provides all other materials.

Sources Sought Synopsis

The 42d Contracting Squadron is issuing this sources sought synopsis to gather industry information for finalizing the acquisition strategy for a Guest Speaker for the Courageous Leadership Course at the First Sergeants Academy, Maxwell AFB, AL. This is not a solicitation, and no contract will be awarded based on this notice.

• No Quotes: Do not submit quotes as this is a sources sought only.
• Potential Incorporation: Portions of your responses may be incorporated into a future solicitation.
• No Reimbursement: Costs incurred in responding will not be reimbursed.
• No Return of Information: Submitted information will not be returned.
• Oral Submissions: Oral submissions will not be considered.

Respondents are asked to provide the following to assist the Government:

General Information:

• Business type (small, 8a, woman-owned, Hub Zone, SDVOSB, large business, etc.), CAGE Code, and DUNS Number.
• NAICS code under which your company typically provides these requirements.
• Any customary commercial contract terms or conditions that would enhance contract effectiveness.

Capabilities:

• Confirmation of ability to meet the Summary Requirements (Section 2.0) of the attached draft SOW.

• Confirmation of ability to meet Contractor Requirements (Section 3.0), specifically the experience of having served as a multi-level Command Chief Master Sergeant for a minimum of four (4) years with managerial experience over First Sergeants. Supporting documentation (résumé, biography, training records, past-performance references, etc.) is required.
