Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products, specifically for the removal and replacement of two (2) Americans with Disabilities Act (ADA) Compliant Gymnasium Bleachers. The acquisition is set aside for small business concerns.

• Removal and Replacement of ADA Compliant Gymnasium Bleachers.

• The work is to be performed in accordance with Attachment 2 - Statement of Work and Attachment 3 - Salient Characteristics.

• Delivery Terms: Freight on Board (FOB) Destination.

• Funds are not presently available, and no award will be made until funds are available.

• The government reserves the right to cancel the solicitation.

• The government may award on a SOME, NONE, or ALL basis for individual items if funds are insufficient for the entire contract value.

• Questions due: Wednesday, 10 June 2026, by 12:00 PM CDT.

• Answers to questions expected: Thursday, 11 June 2026.

• Quotes due: Friday, 12 June 2026, by 2:00 PM CDT.

• Submission method: Via email to the points of contact listed.

• Evaluation: Contract award will be based on price/technical to determine best value. The government intends to award without discussions.

• This acquisition is set aside for small business concerns.

• Applicable attachments include: Attachment 1 - Provisions and Clauses, Attachment 2 - Statement of Work (dated 02 June 2026), and Attachment 3 - Salient Characteristics.

• Offerors must include their SAM Unique Entity Identifier (UEI).

• Quotes must include FOB Destination shipping, expiration date, proposed delivery date, and any discount terms.

Statement of Work (SOW) / Performance Work Statement (PWS)

To remove and dispose of existing bleachers in the basketball court and gymnasium at Bryan Bell Fitness Center, Barksdale AFB, LA, and install new, compliant bleachers. The existing bleachers are non-compliant with industry regulations and safety standards and have exceeded their service life.

• Demolition and removal of two existing sets of gym bleachers.

• Disposal of all demolition debris off-Base, including obtaining necessary permits.

• Installation of two new manual operation bleachers in the gym, each 4 tiers high, 100' long (wall to wall), with 3 aisles, aisle rails, 237 plastic seats, and 6 ADA spaces.

• Coordination with Base Civil Engineer Group (CEG) or Squadron (CES) for proposed haul routes and access gate locations.

• Delivery and installation must be completed within Sixty (60) Days After Receipt of Order (ARO).

• Acceptance will be by C.E. and Fitness Management personnel.

• Place of Performance: Bryan Bell Fitness Center, 709 Langley Dr., Barksdale AFB, LA 71110.

• Delivery and Installation: Sixty (60) Days ARO.

• Contractor must supply all necessary materials, equipment, machines, tools, appliances, services, supplies, and incidentals.

• Contractor is responsible for all disposal permits and regulation requirements.

• Contractor must coordinate with base personnel for access and logistics.

• Contractor employees must comply with base traffic regulations and conduct requirements.

• Contractor employees are prohibited from possessing weapons, firearms, or ammunition on base.

• Contractor must safeguard all government property and controlled forms.

• Contractor must have a safety plan and provide appropriate Personal Protective Equipment (PPE) for employees.

• Contractor must report all accidents/incidents to the 2d Security Forces Squadron.

• Contractor must maintain clean and neat work areas according to industry and safety standards.

• Contractor must obtain base identification and vehicle passes for personnel requiring access.

• Contractor must provide an after-hours contact number or email for the Emergency Mass Notification System (EMNS).

Form / Attachment / Pricing Sheet

This document outlines the salient characteristics for two (2) bleachers required for the opportunity.

• Quantity: Two (2) bleachers.
• Manufacturer/Brand: Brand name or equal to Sheridan Seating.
• Configuration: 4 rows x 100' long each.
• Seat Material: Air Force/ Royal BLUE plastic seats.
• Operation: Manual operation.
• Features: Aisles with rails, intermediate steps, panelam decking, recoverable ADA notchouts, and self-storing end rails.
