This document provides responses to vendor questions regarding the solicitation for Fitness Instructors and Sports Officials.

• Staffing Requirements: Both Fitness Instructors and Sports Officials are required positions as listed on the price list.
• Incumbent: TD Support Services is the incumbent contractor.
• Previous Award Amount: The previous 5-year award amount was approximately $3 million.
• Umpires: One umpire is permitted for regular season softball (CLIN 0018). Two referees are permitted for Flag Football (CLIN 0023).
• Electronic Scoreboards: Ramstein field has a working scoreboard; Volgeweh's scoreboard needs repair. The Ramstein High School field has scoreboards, but DODEA has priority use. The Volgeweh field scoreboard is not operational and requires repair.
• Past Performance Page Limit: The page limit for past/present experience is 4 pages, and the limit for management approach is 3 pages, totaling a maximum of 7 pages.
• Pricing Structure: Pricing structures for APF and NAF-funded line items are the same; they are separated due to different funding types. Individual task orders will be created for FSS and/or NAF-based service.
• Price List Quantity: The quantity on the Price List under "Sports Officials" represents the number of games, not the number of staff required.
• NAFTA Inclusion: The updated PWS, which will include NAFTA, will be posted shortly.
• Payment: For APF funded contracts, payment is via WAWF. For NAF funded contracts, payments are made to the NAF Office. Payments are only for classes and games actually held; no-shows are not compensated.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing professionally qualified, certified personal and group fitness and health instructors, therapists, and sports gaming officials. These services will support the 786th Force Support Squadron (FSS) Fitness Centers' (FCs) fitness and health training and organized sports programs within the Kaiserslautern Military Community (KMC).

• Services Provided: Personal and group fitness instruction, health instruction, massage therapy, reflexology, and sports officiating for various sports (e.g., basketball, softball, volleyball, soccer, flag football).

• Personnel Requirements: Contractor shall provide experienced, qualified, and appropriately certified personnel. All instructors, trainers, therapists, and officials must be proficient in English and able to communicate effectively.

• Contractor Representation: Appoint two local representatives for coordination with FC Fitness Program Manager (FPM) or Fitness and Sports Manager (FSM).

• Scheduling: Coordinate schedules for instructional classes, therapy, and sports games with FC FPM/FSM. Contractor to provide personnel availability monthly. No classes/sessions on American holidays, except sports officials as scheduled.

• Duties: Personnel are responsible for equipment care, providing personal equipment (e.g., music, linens), maintaining certifications, wearing visible ID, conducting pre-activity screenings (for trainers/therapists), teaching safe techniques, and complying with 786FSS health and safety requirements.

• Sports Officials: Provide trained officials for specific sports, enforce rules, report incidents, and ensure game coverage.

• Financial: FCs are responsible for collecting all client fees; the Contractor and staff shall not accept direct payments.

• Certifications: 100% on-time and accurate provision of current certifications for all personnel within one duty day of request.

• Service Implementation: No more than three valid customer complaints per month for fitness instruction, training, therapy, and sports officiating services.

• Documentation: Proof of pre-activity screenings (PAR-Q) for personal training clients must be provided within one duty day of request.

• Location: Services will be performed at FC facilities in the Kaiserslautern Military Community (KMC), including Ramstein Northside FC (Bldg 552), Ramstein Southside FC (Bldg 2117) and associated sports fields, and Vogelweh FC (Bldg 2050) and associated sports fields.

• Duration: Not explicitly stated, but schedules are coordinated monthly.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (FA5613-26-Q-0001) for Fitness Instructors and Sports Officials (FISO) support services. The 700 CONS/PKB Flight requires these non-personal services to support the 786th and 86th Force Support Squadrons at Ramstein Air Base, Germany.

• Services: Provision of fitness instructors and sports officials.

• Locations: Kaiserslautern Military Community (KMC), specifically Ramstein Northside Fitness Center (Bldg 552), Ramstein Southside Fitness Center (Bldg 2117), Vogelweh Fitness Center (Bldg 2050), and associated sports fields.
