This solicitation is for Non-Personal Janitorial Services for the Indian Health Service/Albuquerque Area Office, Santa Fe Indian Health Center (SFIHC), and its Satellite Clinics. The services are required to maintain a health environment and involve the use of heavy equipment, cleaning chemicals, and special procedures for infection control.

• Routine cleaning functions including waste removal, linen handling, and area security.

• Cleaning using specified chemicals and following safety data sheets.

• Special procedures such as stocking supplies, inspecting linen, and assisting with inventory.

• Operation and maintenance of heavy equipment such as vacuums, sweepers, polishers, and carpet extractors.

• Adherence to OSHA safety regulations and hazard communication standards.

• Performance of physical tasks including reaching, standing, walking, and lifting up to 50 pounds.

• Working in various conditions, including outside weather and exposure to hazardous materials.

• Adherence to HIPAA Privacy Standards.

• Contract Type: Firm-Fixed-Price (FFP).

• Period of Performance: Base Year (TBD, 2026 to TBD, 2027) plus four (4) one-year option periods.

• Estimated Value: $ (TBD) for the base contract.

• Quotes are due by 04/03/2026 at 12:30 PM MST.

• Quotes must be submitted via email to patricia.trujillo@ihs.gov.

• Evaluation will be based on a best-value basis, considering Technical Approach, Key Personnel/Qualifications, Past Performance, and Price.

• Key Personnel and Past Performance are more important than Price.

• Offerors must be registered in SAM.gov.

• This acquisition is set aside for Small Businesses.

• Specifically, offers will be solicited from Indian Small Business Economic Enterprises (ISBEEs) that are also small business concerns.

• The set-aside is for "1st Tier: Small Business Indian Firms."

• Fingerprinting and background checks are required and may take up to six months.

• Contractors must comply with HIPAA and other relevant regulations.

• Government-furnished property will include computers, telephones, desks/chairs, PIV cards, and PPE equipment.

• The solicitation includes numerous FAR and HHSAR clauses covering various aspects of the contract, including security, privacy, and reporting requirements.

• Past Performance Ratings: A rating scale (Excellent, Good, Acceptable, Marginal, Unacceptable) for various aspects of performance, including Quality of Service, Cost Control, Timeliness of Performance, Business Relations, and Customer Satisfaction. Definitions for each rating level are provided.
