Statement of Work (SOW)

To provide Emergency Medicine (EM) physician services for direct patient care at the Fort Yates Hospital (FYH) for beneficiaries of the Indian Health Service (IHS).

• Provide full scope emergency medicine services, including diagnostic, preventive, and therapeutic care.

• Familiarity with rural medicine and no-in-house specialty consults is required.

• Consult with inpatient and admission providers for seamless admissions.

• Evaluate patients in the emergency room, including stabilization and transfer of major trauma and complex medical conditions.

• Perform all medical documentation in the hospital's Electronic Health Records (EHR).

• Services are provided on-site at 10 Standing Rock Ave, Fort Yates, ND 58538.

• Indefinite Delivery/Indefinite Quantity (ID/IQ) contract.

• The contract includes 4 option years.

• Services are provided 24/7, 52 weeks per year.

• Specific contract periods include a base year (April 1, 2025 - May 31, 2026) and potential option years.

• Physicians must adhere to American Board of Emergency Medicine Physician Guidelines.

• Performance will be monitored through Quality Assurance Surveillance (QASP), including patient satisfaction surveys, timely medical record completion, EHR utilization, and Peer Reviews (FPPE/OPPE).

• Key performance metrics include Schedule Coverage, Chart Reviews, Medical Metrics (LWBS, return for same diagnosis, LOS), Onboarding/Credentialing, and Customer Service.

• Specific metrics include:

  • Schedule Coverage: Fully filled and published schedules, no non-covered shifts.
  • Chart Reviews: FPPE/OPPE average reviews >90%, charts completed within 4 hours of shift end.
  • Medical Metrics: LWBS <2%, 72-hour return for same diagnosis <3%, LOS average <120 minutes.
  • Onboarding/Credentialing: Forms completed within 1 week, minimal resubmissions, no rejected candidates.
  • Customer Service: Minimal staff and patient complaints.

• Personnel Qualifications:

  • Must hold a current license to practice medicine in any U.S. State, Territory, or Commonwealth, or the District of Columbia.
  • Must be Board Certified/Board Eligible in Emergency Medicine. Other specialties (IM, FP) may be considered if Board Certified/Eligible.
  • Must have current certifications in ACLS, ATLS, PALS, and BLS. Additional certifications (ALSO, NRP) may be required.
  • Must be technically proficient in English (speak, understand, read, write).
  • Must provide proof of negative PPD testing and rubella immunization.
  • Must comply with OSHA regulations regarding occupational exposure to bloodborne pathogens.
  • Must have a valid DEA license.

• Credentialing and Privileging:

  • Must be completed in accordance with IHS standards.
  • All required credential documentation must be provided to the FYH credentialing office at least 14 days before an MD/DO can start treating patients.
  • Substitutions for physicians unable to be credentialed must be provided without additional cost.

• Background Checks: Fingerprinting and Level II background checks are required prior to arrival.

• Conflict of Interest: Contractors must identify and communicate any conflicts of interest.

• Citizenship Requirements: Compliance with immigration and nationality laws, including E-Verify requirements.

• Insurance: Workers' compensation, professional liability insurance, and health examinations are required for staff.

• Personnel Substitutions: Limited substitutions allowed, especially within the first 90 days. Replacement physicians must be provided within 2 hours for unscheduled absences.

• Contingency Plan: Required to ensure continuity of care, with local providers available for short-notice coverage.

• EHR System: Physicians must be trained and proficient in the EHR system.

• Medical Records: Documentation must meet acceptable standards and be completed promptly.

• Quality Improvement: Participation in quality improvement activities and meetings is required.

• Reporting: Various reports and documents are required, including a Quality Control Plan, licenses, certifications, and a contingency plan.

• Billing: Invoices must include specific information and be submitted by the end of the month.

Sources Sought Notice

This notice is for informational and planning purposes only, intended for market research to determine the availability of Indian Economic Enterprises (IEE) for providing Firm-Fixed-Price, Non-Personal Services for Emergency Room Physicians at the Indian Health Service (IHS) Great Plains Area (GPA) Fort Yates Hospital in North Dakota. It is not a solicitation, obligation, or commitment by the IHS.

• The objective is to obtain contractor support to assist the Emergency Department to meet the mission of raising the physical, mental, social, and spiritual health of American Indians and Alaska Natives.

• The contractor shall furnish Emergency Room Physician services according to a Statement of Work (SOW).

• Anticipated contract type: Fixed-Price Award Fee.
