• Order of Precedence: In case of conflict, amendments take precedence, followed by the schedule, terms and conditions, IRPOD, STRs, drawings, and specifications. Section "C" takes precedence over "D".
• Waivers/Deviations: Requests for delivery date extensions or non-conformance waivers must include justification, evaluation of impact on quality/form/fit/function, and an offer of consideration. These requests are subject to Government Quality Assurance Representative (QAR) review.
• Quality Assurance: Requirements are detailed in the IRPOD. Contractors must maintain an acceptable inspection system.
• Packaging: MIL-PRF-23199 and MIL-DTL-24466 green poly bags apply for cleanliness-controlled items. MIL-STD 2073 packaging is also applicable. Fire retardant packaging is no longer required.
• Documentation (DD Form 1423): Detailed instructions are provided for completing DD Form 1423, including definitions for blocks related to data item descriptions, distribution statements, submission frequency, and pricing groups (Group I-IV).
• Mercury Exclusion: Mercury or mercury-containing compounds are prohibited from intentional addition or direct contact with hardware/supplies.
• Certificate of Compliance: A Certificate of Compliance (DI-MISC-81356) is required at the time of material delivery for each unique combination of Contract/Purchase Order Number, National Stock Number, and Item Nomenclature.
