• A site visit is scheduled for Monday, June 22-24, 2026, from 9:00 AM to 11:00 AM local time. Attendance is required and will be part of the technical evaluation.

• Contract Type: Firm-Fixed Price commercial order will be issued under the BPA.

• Period of Performance: 07/07/2026 to 07/06/2031.

• Estimated Value: BPA limit is $250,000. NAICS Code: 221310 – Water Supply and Irrigation Systems, with a size standard of $41.00 Million.

• Submission Method: Quotes must be submitted via email to keith_rose@ios.doi.gov.

• RFQ Due Date: Tuesday, June 30, 2026, by 5:00 PM Eastern Time.

• Evaluation Factors: Offers will be evaluated based on Technical Experience, Technical Approach, Management Plan, and Past Performance. Technical Capabilities & Past Performance combined will be weighed significantly more than price. Options will be evaluated by adding their total price to the basic requirement's price.

• Required Documents: Completed SF 1449, signed amendments, Company Information (including SAM.gov UEI), Technical Capabilities evidence, Past Performance References (up to 3 clients), and a detailed Price Quote.

• This action is being solicited as a Small Business Set-Aside.

• Offerors must be Registered, Active, and Eligible for All Awards in the System for Award Management (SAM.gov).

• This is a new requirement; there is no previous contract.

• Invoices must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personnel services to provide water treatment plant (WTP) services at the Arthur R. Marshall Loxahatchee National Wildlife Refuge. The goal is to maintain the refuge's potable water supply, which is classified as a transient non-community water treatment system, in accordance with Florida state standards.

• Quarterly Inspections, Testing, and Preventative Maintenance: Covers all WTP components except high service pumps. Includes inspection of water softeners, carbon filters, control valves, aeration tank floats, storage tank floats, chemical feed pumps, and associated plumbing. Also includes testing of raw and treated water for hardness, iron, sulfur, TDS, and tannin, and testing of chlorine levels. A report detailing findings and operational issues is required.

• Chemical Delivery: Provision of 30 gallons of NSF 60 certified chlorine (or agreed-upon concentration) and 1520 lbs. of NSF 60 certified solar salt quarterly.

• Repairs: Completion of any necessary repairs to restore or maintain the operational status of the WTP, excluding high service pumps. Examples include carbon filter re-beds, valve replacements, and pump replacements.

• Communication: Maintain appropriate communication with Refuge personnel regarding WTP operation and status, providing written receipts for inspections, testing, cleaning, and repairs.

• Quality Control: Contractor must develop and maintain an effective quality control program.

• Quality Assurance: Government will evaluate performance per a Quality Assurance Surveillance Plan (QASP).

• Reporting: Submitted reports for inspections, testing, and maintenance activities.

• Chemical Delivery: Verified receipt of chemicals.

• Repairs: Verification of repairs made or a plan for future repairs.

• Period of Performance: 2026 - 2036

• Place of Performance: Arthur R. Marshall Loxahatchee National Wildlife Refuge, 10216 Lee Road, Boynton Beach, FL 33473

• Hours of Operation: Business conducted Monday through Friday, 8:00 AM to 4:00 PM, excluding Federal holidays, unless emergency repairs are needed.

• Key Personnel: Contract manager and WTP maintenance technician (and alternates) are considered key personnel.

• Credentials: Employees must possess valid credentials as required by the State of Florida.

• Identification: Contractor employees must be easily recognized by company uniform and vehicle with logos.

• Government Furnished: Government will provide access to the WTP, electricity, and water. Contractor must instruct employees in utility conservation.

• Contractor Furnished: Contractor shall furnish routine supplies, equipment, facilities, and services not provided by the government. This includes specific chemical deliveries as noted in the scope.
