This solicitation (RFQ) is for the Road Sign Replacement at the U.S. Fish and Wildlife Service (USFWS) St. Marks National Wildlife Refuge (NWR) in Florida. The government intends to award a Firm-Fixed Price commercial order, potentially as a contract, purchase order, or delivery order. This is a new requirement with no previous contract.

• Removal and replacement of existing road signs within the St. Marks NWR.

• The work is to be performed between March 1, 2026, and July 31, 2026.

• The contract type will be Firm-Fixed Price.

• Period of Performance: March 1, 2026, to July 31, 2026.

• Submission Deadline: February 18, 2026, 12:00 PM Eastern Time.

• Required Documents: Completed SF 1449, Company Information (including SAM.gov UEI), Technical Capabilities, Past Performance References (up to three), and a detailed Price Quote.

• Evaluation Factors: Offers will be evaluated based on Technical Experience, Technical Approach, Management Plan, Past Performance, and Price. Technical Capabilities and Past Performance combined are considered significantly more important than price.

• SAM Registration: Offerors must be registered and active in the System for Award Management (SAM.gov) prior to award.

• This acquisition is a Small Business Set-Aside.

• The North American Industry Classification Standard (NAICS) code is 339950 - Sign Manufacturing, with a size standard of 500 employees.

• No site visit is scheduled.

Statement of Work (SOW)

To remove and replace existing road signs along Lighthouse Road within the St. Marks National Wildlife Refuge (NWR) to enhance safety, visibility, and consistency with federal and refuge-specific signage guidelines.

• Conduct a site survey to inventory existing road signs along Lighthouse Road.

• Remove and dispose of outdated or damaged signs and posts (wooden signs and kiosks are excluded).

• Fabricate and install new signs compliant with Manual on Uniform Traffic Control Devices (MUTCD) standards for size, color, reflectivity, and font.

• Use steel pipe signposts, powder-coated dark brown, meeting USFWS visual identity and environmental standards.

• Mount signs at heights and lateral distances specified in the MUTCD.

• Provide documentation for all installed signs, including GPS coordinates, sign type, and installation date.

• Sign Design and Materials: Conform to 2024 MUTCD and Standard Highway Signs (SHS). Reflective sheeting must meet ASTM Type XI or equivalent. Sign blanks to be aluminum or DOT-approved material.

• Signposts: Steel pipe, minimum 2" diameter, powder-coated dark brown. Must be breakaway or FHWA compliant. Powder coating must meet specific adhesion, pull-off strength, salt spray, and UV resistance standards (ASTM D3359, ASTM D4541, ASTM B117, AAMA 2605).

• Installation: Minimum sign height of 5 feet from ground to bottom of sign. Lateral clearance per MUTCD. Posts to extend 2.5 feet into the ground, secured with concrete footings.

• Inventory report of existing signage.

• List and specifications of new signs.

• Installation plan and schedule.

• Final report with photos and GIS data of installed signs.

• 10 replacement signposts provided to maintenance staff.
