The scope includes installing external halyard systems, galvanized steel ground sleeves, and 3000 PSI concrete foundations. Contractors must perform utility locating, exploratory digs (including obtaining a PWD dig permit), site preparation, and restoration. All work must meet hurricane wind load requirements for Monroe County, FL, and comply with Unified Facilities Criteria (UFC), OSHA, and all applicable codes. Deliverables include manufacturer specifications, shop drawings, a project execution plan, schedule, and a signed compliance statement. A one-year warranty is required.
Contract Details
This is a Firm Fixed Price Purchase Order. The Period of Performance requires work to begin within five business days after contract award and be completed within 180 days. The acquisition is a Total Small Business Set-Aside under NAICS Code 238990 (All Other Nonresidential Building Construction) with a size standard of 500 employees. Payment will be made via MASTERCARD Government Purchase Card, with invoices preferably submitted through Wide Area Workflow (WAWF).
Submission & Evaluation
Proposals are due electronically via email to Sonia.m.boppell.civ@mail.mil by June 3, 2026, at 08:00 AM Local Time. Award will be based on the Lowest Price Technically Acceptable (LPTA) method. Technical acceptability requires meeting all PWS specifications, including detailed submittals. Offerors must demonstrate in-house capability to execute the primary installation directly; quotes from third-party brokers will be deemed non-responsive.
