Solicitation / RFP / RFQ

This solicitation is for the purchase of cattle guards for the Flagstaff Ranger District, Coconino National Forest. The government intends to make one award from this solicitation.

• Purchase of cattle guards (Item 0001 and 0002).

• Specifics for cattle guards include H20 8’x7/5' and H20 10’x7.5' green cattle guards, with associated wing ends, wing posts, hinged clean-outs, and concrete foundations.

• Delivery is required 90 days after award.

• Contractor must provide a forklift to unload supplies at the delivery locations.

• Offerors must submit a product brochure of the items.

• Offerors must submit the Buy American Certificate.

• Anticipated contract type: Firm-fixed price.

• Period of Performance: July 1, 2026, to September 30, 2026.

• Only the lowest priced offer will be evaluated for Technical Capability. If that offer is not acceptable, the process continues with the next lowest priced offer.

• Offerors must hold prices firm for 90 calendar days from the offer due date.

• Size Standard: 500 employees.

• The acquisition is set aside 100% for Small Business.

• Applicable clauses include "Notice of Total Small Business Aside" (52.219-6).

• F.O.B. Destination is requested for all deliverables.

This document is a solicitation for materials and delivery of cattle guard grilles, clean-outs, vaults, and wings for the Coconino National Forest.

Two distinct items are being solicited:

• Item 1: Includes 2 steel cattle guard grilles (8'x7.5'), 2 steel wing ends, 2 treated timber wing posts, and 2 concrete base units. Grilles must have an H-20 load rating and be green.
• Item 2: Includes 2 steel cattle guard grilles (10'x7.5'), 2 steel wing ends, 2 treated timber wing posts, and 2 concrete base units. Grilles must have an H-20 load rating and be green.

General Specifications for both items:

• Grilles are to be constructed of welded steel members forming a rigid deck.
• Rails are to be high-strength, low alloy structural steel.
• Painting after fabrication is required, with a Federal Standard Color 24325 topcoat or equivalent powder coating.
• All materials (grilles, wings, posts, bases) must be made in the United States.
• Referenced specifications include USDA Forest Service FP-24 (2026 edition) and USDOT Federal Highway Administration "Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, U.S. Customary Units".

Exclusions: Object Markers and Installation are NOT included in this solicitation.
