This is a pre-solicitation notice to inform industry of the Government's intent to solicit for one (1) Pensky-Martens Flash Point Tester PMA 500. This equipment is required for mandatory quality control procedures for testing fuel flash points, which is critical for the safety and specification of fuels used by Department of Defense assets.

• One (1) Pensky-Martens Flash Point Tester PMA 500.

• The instrument must be capable of high-precision flash point testing of petroleum products.

• The instrument must be certified by the manufacturer to perform tests in strict accordance with ASTM standards D56, D93, D3828, D7236, and IP standards 160, 523, 534.

• Calibration must be fully capable in accordance with all applicable USAF Precision Measurement Equipment Laboratory (PMEL) directives.

• Must meet all technical and safety requirements for fuel testing as mandated by Technical Order (T.O.) 42B-1-1.

• The equipment must have a minimum 10-year shelf life or operational life expectancy.

• The contract type, period of performance, and estimated value are not specified in this notice.

• Quotes, proposals, or bids will NOT be accepted in response to this notice.

• The Government will request quotes directly from at least three (3) sources.

• Award will be made to the offeror representing the best value.

• The anticipated award date is not specified.

• This requirement is set aside for Total Small Business.

• Funds are not presently available for this effort. No award will be made until funds are available.

• The Government reserves the right to cancel this solicitation.

• Unsolicited quotes or offers received will be discarded and not evaluated.

• Technical data required to respond will not be furnished as part of the solicitation (N/A).

• No construction contract award is anticipated (N/A).

• Competition is not lacking for this noncompetitive action (N/A).

• Offerors or their products/services do not need to meet a specific qualification requirement beyond adherence to the specified standards.

Statement of Need (SON)

To procure a high-precision flash point testing instrument essential for quality control and safety in testing fuels for Department of War assets, ensuring mission readiness.

• Procurement of one (1) Pensky-Martens Flash Point Tester (PMA/500).

• The instrument must be certified by the manufacturer to perform tests in strict accordance with specified ASTM International and Energy Institute standards (ASTM D56, D93, D3828, D7236; IP 160, 523, 534).

• The instrument must be capable of calibration according to applicable USAF Precision Measurement Equipment Laboratory (PMEL) directives.

• The instrument must meet all technical and safety requirements for fuel testing as mandated by Technical Order (T.O.) 42B-1-1.

• The equipment will require programming at the manufacturer's site prior to delivery.

• Technical data is required to provide PMEL with calibration specifications.

• A minimum three-year manufacturer's warranty is required, commencing upon delivery.

• The warranty must cover the core instrument, excluding consumables and separately purchased spare parts.

• Warranty coverage must remain valid if all scheduled maintenance is performed according to the manufacturer's recommended plan.

• The item is to be delivered to MacDill AFB, 2914 Egret Ave, Tampa, FL 33621.

Statement of Need (SON)

To procure a Flash Point Tester essential for determining the flash point of fuels, ensuring safety and compliance with Department of War assets standards.

• Procure one (1) Pensky-Martins Flash Point Tester PMA 500, capable of high precision flash point testing of petroleum products.

• The tester must meet ASTM standards: D56/D93/D3828/D7236/IP 160/IP 523/ IP 534.

• The equipment must be programmable by the manufacturer and capable of calibration according to USAF Precision Measurement Equipment Laboratory directives.

• The tester must meet American Standards Testing Method standards as required by T.O. 42B-1-1.

• The equipment requires programming by the manufacturer prior to delivery.

• Technical data for PMEL with calibration specifications must be provided.

• Delivery to MacDill AFB, 2914 Egret Ave, Tampa FL, 33621.

• A limited manufacturer warranty for a period of time (starting from delivery) applies solely to the purchased instrument(s).

• Consumable items and separately purchased spare parts are excluded from the warranty.

• The 3-year warranty is contingent upon the instrument receiving regular scheduled service in accordance with its maintenance plan.
