The Naval Supply Center (NAVSUP) Fleet Logistics Center (FLC) Norfolk is conducting market research to determine industry capability and interest in providing Information Warfare Subject Matter Expert (SME) Fleet Advanced Tactics Training Support for the Naval Information Warfighting Development Center (NIWDC), as detailed in the draft Performance Work Statement (PWS).

The contractor shall provide support for the development of doctrine, tactics, techniques, and procedures (TTP), and advanced tactics training in Navy Information Warfare (IW) mission areas. These areas include Information Operations (IO), Electronic Warfare (EW), Cryptology, Command & Control (C2) systems, Cyber Operations (CO) (specifically Defensive Cyber Operations (DCO) and DODIN operations), Meteorology & Oceanography (METOC), Space Operations, and Intelligence (INTEL).

• Period of Performance: One (1) Base Period of 12 months and four (4) 12-month option years, estimated to commence on 28 September 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure non-personal Contractor support services for the Navy's Information Warfare (IW) mission area, focusing on Fleet Advanced Tactics Training Support. This includes developing doctrine, tactics, techniques, and procedures (TTP), and providing advanced tactics training in areas such as Information Operations (IO), Electronic Warfare (EW), Cryptology, Cyber Operations (CO), Meteorology & Oceanography (METOC), Space Operations, and Intelligence (INTEL).

• Development, validation, standardization, and revision of up to 5 Concepts of Operations (CONOPS)/doctrine/TTP per year.

• Ensuring IW doctrine/TTP align with joint and naval strategies.

• Providing analyses for advanced IW training events.

• Supporting assessment of IW training effectiveness and operational capability readiness.

• Identifying and updating training requirements metrics for IW readiness.

• Reviewing individual and Fleet training for synchronization with policy and doctrine.

• Providing advanced IW training at various levels (individual, unit, group, integrated, joint).

• Providing expertise and support for real-time NIWDC Live Virtual and Constructive (LVC) training.

• Preparing project objectives and milestone plans.

• Preparing briefings, white papers, and other supporting documents.

• Interacting with various Navy and DOD organizations.

• Base Year: September 28, 2026 to September 27, 2027

• Four Option Years extending to September 27, 2031

• Potential FAR 52.217-8 extension to March 27, 2032

• Performance locations include NIWDC Headquarters (Norfolk, VA), Joint Expeditionary Base Little Creek/Fort Story (Virginia Beach, VA), NIWDC Component (Suffolk, VA), potential future NIWDC site in Hampton Roads, Contractor Facilities, and other Government/Contractor sites as authorized.

• Contractor shall develop and maintain a Quality Assurance Plan (QA Plan).

• Government will evaluate performance via a Quality Assurance Surveillance Plan (QASP).

• Deliverables must meet professional standards and contractual requirements.

• Monthly Progress Reports are required, detailing activities, travel, problems, and personnel issues.

• Security Clearance: Top Secret/Sensitive Compartmented Information (TS/SCI) required for Subject Matter Experts (SMEs).

• Personnel must possess TS/SCI clearance adjudicated and eligible for transfer on the first day of performance; interim clearances are not accepted.

• Contractor personnel must comply with all DOD, DON, and local security instructions.

• Contractor personnel shall not access unauthorized Government IT assets.

• Privacy Act of 1974 compliance is required.

• Government Furnished Information (GFI) will be provided as needed.

• Contractor employees performing services are controlled and directed by Contractor management, ensuring non-personal service delivery.

• SMEs require a minimum of 10 years of experience in Fleet/Navy IW mission areas, with specific expertise in areas like CONOPS development, Navy C5I systems, and warfighting.

• Applicable DOD requirements for certifications/licenses (DoDD 8570/8140) must be met.

• Projected travel for one employee includes trips to San Diego, Washington D.C., and Patuxent River, MD.
