Performance Work Statement (PWS)

To provide highly skilled data analytics and data science contractor support services to implement solutions for the USFF CDAO and Fleet subordinate commands, addressing data requirements and strategy implementation. The goal is to prevent duplication of effort and create consolidated synergistic solutions.

The contractor will support the USFF CDAO in developing and sustaining advanced analytics, visualizations, and data governance frameworks. Key functional areas include:

Key deliverables include monthly progress and financial reports, trip reports, a Quality Control Plan, an Enterprise Data, Data Analytics, and AI Strategy, Data Quality & Definition Documentation, Technical and Data Architecture Documentation, Change Management and Communications Plan, Data Continuity and Service Interruption Plan, MLOps Lifecycle Documentation, UI/UX Research and Reports, Emerging Technology Assessment Reports, Training Materials, Interactive Dashboards and Visualizations, and an End of Contract Final Report.

The contract includes a 12-month base period with four 12-month option periods, plus an extension option. The majority of work will be performed at Government facilities, primarily at the United States Fleet Forces Command (USFFC) in Norfolk, VA, with potential for remote work (telework) subject to COR approval.

• Personnel must possess a minimum of an active Secret clearance.
• Compliance with Department of War (DOW), Department of the Navy (DON), CDAO, and Chief of Naval Operations (CNO) governance frameworks, data privacy regulations, and security standards is required.
• Specific labor categories are defined with minimum education and experience requirements.
• Contractor personnel must obtain a Department of Defense Common Access Card (CAC).
• Adherence to Operations Security (OPSEC) and protection of Controlled Unclassified Information (CUI) and Personally Identifiable Information (PII) is mandatory.

This is a Request for Information (RFI)/Sources Sought Notice from the United States Fleet Forces Command (USFFC) for the Fleet Enterprise Data Analytics and Digital Capability (FEDADC) program. The purpose is to gather industry input on capabilities and approaches for providing highly skilled data analytics/visualization and digital contractor support services to the USFFC enterprise, specifically to the Chief Data and Artificial Intelligence Office (CDAO).

• The anticipated period of performance is a 12-month base period with four 12-month option periods.

• The anticipated acquisition strategy is a single Cost-Plus-Fixed-Fee contract or task order.

• The North American Industry Classification System (NAICS) code is 541511 – Custom Computer Programming Services, with a size standard of 1300 employees.

• The Product and Service Code (PSC) is DA01.

• This is NOT a Request for Proposal (RFP). It is a market research tool to ascertain interest, capability, and capacity.

• Interested parties should provide specific information including:

  • Full Business Name, Cage code, UEI, Size of Business.
  • Company representative contact information.
  • SAM.gov registration status.
  • Ownership details (domestic/foreign).
  • Proof of current Secret facilities clearance level (DCSA verification).
  • Recommendations on acquisition strategy and alternative solutions.
  • Description of recent and relevant experience related to the draft Performance Work Statement (PWS).

• Submissions are limited to 8 pages, 12-point font, and must be submitted electronically.

• The deadline for responses is Friday, March 27, 2026, at 9 AM EST.

• All questions must be submitted in writing via email.

• The government will consider a small business set-aside if there is sufficient demonstrated interest and capability among small businesses.

• Companies interested in a small business set-aside must provide specific details on how they would comply with FAR 52.219-14, Limitations on Subcontracting.

• Small business utilization will be considered for all businesses.

• The government will not pay for information received.

• This notice does not obligate the government to any future acquisition.
