Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing comprehensive Fleet Janitorial Services at Edwards Air Force Base (EAFB), California.

• General Janitorial Services: Cleaning of galley areas, lavatories, and surrounding areas, including replenishment of supplies like toilet paper, paper towels, and hand soap.

• Waste Management: Cleaning and replacement of liners for interior/exterior trash containers, and disposal of solid waste in designated base dumpsters.

• Specialized Cleaning: Cleaning of aircraft lavatories and galleys, and providing alcohol hand wipes for aircraft without potable water systems.

• Liquid Waste Disposal: Discharge and flushing of liquid waste residue from lavatory trucks/carts at a designated manhole, with an alternate site available upon COR/GPM approval.

• Potable Water Service: Servicing and replenishing aircraft potable water systems, ensuring water quality standards are met.

• Aircraft Servicing: Provision of all necessary aircraft servicing, cleaning, and sanitation supplies, vehicles, and equipment.

• Transient Aircraft: Providing fleet services to transient aircraft on an as-needed basis.

• Performance will be measured monthly.

• Specific performance thresholds are defined for key objectives, including:

  • Cleaning aircraft lavatories, galleys, and trash containers: No more than 3 valid customer complaints per month.
  • Replenishing lavatory supplies and providing hand wipes: No more than 2 valid customer complaints per month.
  • Discharging liquid waste and disposing of solid waste: Zero valid customer complaints per month.
  • Servicing aircraft potable water systems: Zero valid customer complaints per month.
  • Utilizing the primary servicing dispatcher and maintaining a monthly servicing log: Log to be submitted to COR/GPM and financial personnel by the 2nd working day of the month.
  • Emergency and special events: Zero valid customer complaints per event.
  • Normal scheduled servicing hours (6:00 am - 2:00 pm): Provide service within 30 minutes of notification by MOC.
  • Standby (unscheduled) servicing hours: Provide standby service within two hours of notification by MOC.
  • Servicing transient aircraft: No more than 3 valid customer complaints per month.
