Purpose

Scope of Work
The requirement is for contract professional licensed and unlicensed mariners to support NOAA's fleet. This includes a variety of positions such as Licensed Marine Engineers (Chief, First, Second, Third Assistant Engineers) and Unlicensed Mariners (QMED, Junior Engineer, Oiler, Wiper/General Vessel Assistant-Engine, Chief Boatswain, Able Bodied Seaman, Ordinary Seaman/General Vessel Assistant-Deck, Chief Steward, Chief Cook, Second Cook, Steward Assistant). Mariners will be assigned to any class of NOAA ship for underway and pier-side operations, assisting with routine work, backfilling absent employees, and fulfilling critical staffing requirements at sea. Assignments typically range from one week to 90 days.
Key Requirements
Mariners must hold current, valid, appropriate USCG licenses and STCW endorsements, a US passport, and US citizenship. The contractor will be responsible for payroll, travel, workers' compensation, and training. Mariners must meet minimum qualifications and specific health and ability documentation. NOAA will provide berthing, meals (or allowance), tools, and safety gear.

- Capability Demonstration: A narrative on staffing capabilities, evidence of recruiting, vetting, and retention processes for mariners, and corporate experience within the last three years with verifiable details. Submissions should be sent to Tamara.Horton@noaa.gov.
