Program Overview (Fleetwood)
The Fleetwood program, managed by DARPA's Biological Technologies Office (BTO), seeks to overcome limitations in current biomass conversion methods by developing transformative catalytic technologies. The goal is to produce value-added chemicals and precursors from lignin-containing waste biomass, reducing reliance on imported petrochemicals. The program is structured around two Focus Areas (FAs):
- FA1: Novel Catalytic Pathways for Accessing Lignin from Real Biomass – Developing feedstock-agnostic catalytic pathways to extract lignin and convert it into monomers.
- FA2: Catalyst Development for the Conversion of Lignin to Value-added Chemicals – Developing catalysts to convert lignin-derived monomers into value-added chemicals (excluding C1 and C2 chemicals). Proposals must address both FAs across three production scales and include comprehensive Technoeconomic Analysis (TEA) and process modeling.
Industry Day Details
The in-person Industry Day, with a virtual listening option, aims to introduce the program vision, facilitate interaction among researchers, collect questions, and encourage teaming. Participants can engage in team-building opportunities and present "Lightning Profile Slides" (5-minute unclassified presentations) showcasing their capabilities and teaming needs. Guidance for these slides and teaming profiles is available in attachments. Industry Day materials will be posted on darpa.mil/research/programs/fleetwood.
Contract & Timeline (DRAFT PS)

Eligibility & Evaluation (DRAFT PS)
- Eligibility: Open to all responsible sources, including large and small businesses, nontraditional defense contractors, and research institutions. FFRDCs, UARCs, and Government Entities are not eligible to propose.
- Evaluation: Abstracts will be evaluated based on Technical Approach, Technical Ability, and Technical Comprehension. Selected proposers will be invited to submit an Oral Presentation Package and participate in an oral presentation.
