This is a combined synopsis/solicitation for commercial items to procure 200 each of 60-Watt foldable solar panels for use in NIFC radio cache Solar Panel kits (NFES 4080). These panels are intended for powering communications equipment during wildland fires.

• Specifications:

  • 60-Watt foldable solar panels
  • Open circuit voltage less than 25 Volts
  • Folded dimensions no larger than 13" x 7.5" x 3"
  • Short Circuit Current less than 7 amps
  • SAE style connector
  • Optional weatherproof lamination if Powerfilm Panels are offered.

• Contract Type: Firm-Fixed Price

• Award: One award is anticipated.

• Period of Performance: Delivery required within 60 days from award. Early deliveries accepted.

• F.O.B. Point: Destination is requested.

• Submission: Quotations are requested. A separate written solicitation will not be issued.

• Offer Due Date: May 8, 2026, at 12:00 PM Mountain Time.

• Offer Acceptance Period: 60 calendar days from the date specified for receipt of offers.

• Evaluation Factors:

  1. Products meet technical requirements of the BOM.
  2. Award based on the lowest evaluated price of a quote meeting or exceeding acceptability standards for non-cost factors.
  3. Provide an Accessibility Conformance Report (ACR) for each commercially available Information and Communication Technology (ICT) item offered, using the Voluntary Product Accessibility Template (VPAT) Version 2.1 or later.

• Pricing: Offerors must provide pricing as requested in the BOM. Failure to propose pricing for all line items may result in exclusion.

• Set-Aside: This acquisition is a Total Small Business Set-Aside.

• Shipping instructions are provided for delivery to NIFC in Boise, ID.

• Invoices must be submitted via the Department of Treasury's Invoice Processing Platform (IPP).
