Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of the Air Force (AFNWC/PZNT) is conducting market research to identify potential sources for the remanufacture of Flight Data Transmitters (FDT), Part Number 50210-307, for the Air Launched Cruise Missile (ALCM) weapon system. This effort aims to produce 515 remanufactured FDT units. Responses to the Contractor Capability Survey are due March 15, 2026.

Scope of Work

This market survey seeks industry capabilities for a full-rate production effort to remanufacture 515 FDT units, at a minimum rate of 94 units per year, with the first delivery required by August 2030. Key responsibilities include:

  • Remanufacturing: Disassembly, cleaning, inspection, assembly, and testing of unserviceable FDTs to a serviceable, like-new condition.
  • Component Replacement: Replacing critical internal components such as gyroscopes, accelerometers, circuit cards, and resistors.
  • Testing & Analysis: Establishing necessary test equipment, conducting functional testing, Product Reliability Verification Testing (PRVT), troubleshooting, and root-cause failure analysis.
  • Logistics & Supply Chain: Furnishing labor, materials, facilities, equipment, and managing the supply chain, including long-lead time parts procurement and mitigation of diminishing manufacturing sources and material shortages (DMSMS). The remanufactured FDTs must meet all original design requirements, OEM specifications, and nuclear hardness and certification requirements.

Contract & Timeline

  • Type: Sources Sought / Market Research
  • Objective: Identify sources for full-rate production of 515 remanufactured FDTs.
  • Platform: Air Launched Cruise Missile (ALCM)
  • Delivery Target: First delivery no later than August 2030.
  • Response Due: March 15, 2026
  • Published: February 26, 2026

Requirements & Capabilities

The government will provide a complete Technical Data Package (TDP), two test sets, and six prototype units upon contract award, following the completion of the FDT Phase II readiness program in October 2028. Bidders must demonstrate expertise and experience with the FDT TRU-191/A (P/N 50210-307) or similar LRUs, the AGM-86 ALCM weapon system, remanufacturing procedures, nuclear certification, failure investigations, and quality control. The attached 2D drawing (50210_51834_2D Drawing_K.pdf) provides critical technical specifications for the Rate & Acceleration Sensor, essential for understanding manufacturing requirements.

Submission Details

Interested large and small businesses, including joint ventures, are encouraged to participate by providing documentation supporting their capabilities via a Contractor Capability Survey. This includes business information, specific responses to critical and general capability questions, and details on any proposed teaming or subcontracting arrangements. Responses should be emailed to Joshua M. Irwin.

Additional Notes

This is for informational and market research purposes only and does not constitute a Request for Proposal or a commitment to award a contract. The government will not reimburse participants for survey expenses.
